With the change of the concept of grassroots governance in China,creating a social governance model of co-construction,co-management and sharing has become an important issue in the modernization of governance capacity,and in 2020,the Ministry of Civil Affairs proposed to achieve full coverage of social work services by the end of the 14th Five-Year Plan,thus ushering in a broader space for the development of social work agencies.However,many social work agencies are facing serious challenges due to the sudden emergence of the COVID-19.In this regard,private agencies should seek scientific development paths based on their current situation in order to achieve longterm stable development.This paper takes Jinan S agency as the research object,and uses SWOT analysis as the analytical perspective based on strategic management theory to conduct a case study of the research object.By analyzing the strengths and weaknesses of the internal and external environment of the agency and proposing possible development strategies for the agency in the future,the paper attempts to answer the following research questions:What factors are influencing the social work agency in the process of development?What development strategies should social work agencies adopt to achieve the long-term development?In analyzing the four types of factors affecting the development of S agency in Jinan,it is found that the agencies have advantages in terms of internal organizational structure,operation mode and service professionalism,but there are also problems that social work agencies generally face,such as unstable talent teams,insufficient bloodmaking capacity of their own,and weak professional autonomy.With the continuous development of the social work profession and the innovation of the social governance model,the main role of social work agencies in grassroots governance becomes more and more obvious,but the low professional recognition,imperfect institutional system and trauma brought by the epidemic also restrict the development of the institution.In this regard,according to the above four types of factors affecting the development of the agency,we analyze them in two cross-matching,so as to come up with four development strategies for S agency:SO strategy is to strengthen the combination of internal and external strengths of the agency,i.e.,strengthen professional construction,promote service quality and efficiency,deepen the "linkage of five community",and build the agency’s grassroots service position;WO strategy is to adapt to the external environment,make up for its own shortcomings,strengthen human capital,optimize the cost of services,enrich the reserve of talents for the institution,and broaden the financial channels;ST strategy is to give full play to its own advantages to face external challenges,which requires the institution to focus on brand building,improve the credibility of the institution,maintain a sense of crisis in the development process,and continuously explore new development models;WT strategy is to strengthen itself and avoid external risks.In addition,agencies should establish sound rules and regulations,strengthen self-management,strengthen inter-industry inter-agency communication and cooperation,achieve resource exchange,and promote the sound development of agencies.
