Since the continuous and steady promotion of the "double reduction" policy,effective results have been achieved.Students’ demand for physical exercise is growing day by day,and the quality requirements of students’ extracurricular activities are gradually improved.The existing resources of schools are unable to meet the diversified needs of students,and the government began to introduce social forces to solve the existing contradictions.In the policy opinions on the integration of sports and education,it is proposed that schools can support social professional forces to enter the campus by purchasing social professional services through government organizations,so as to enrich their own sports activities.The steady cooperation between schools and social sports clubs is the key and difficult point of the interaction between schools and social sports clubs.At the present stage,the cooperation between schools and social sports clubs meets some difficulties.There are some problems and factors restricting the cooperation between schools and social sports clubs.Good cooperation between school sports and social sports is of great significance not only to the development of diversified pattern of Chinese sports market,but also to the promotion of physical health of our youth,the development of competitive sports,the cultivation of sports interest,etc.Therefore,it is necessary to solve the problem effectively,build the mechanism of school community development to ensure the smooth progress of cooperation,and promote the sustainable cooperation and development of schools and social sports clubs in the sports industry,so as to promote the healthy development of teenagers’ physical fitness and the training of sports talents.Based on extensive reference to relevant literature and theoretical books,this paper firstly analyzes various factors of cooperation between schools and social sports clubs on the basis of theory,and then analyzes the motivation of cooperation between schools and social sports clubs.From the perspective of school-community cooperation and development,through the research methods of literature,questionnaire,interview and comprehensive analysis,this paper makes an in-depth study of the current situation and existing problems of the cooperation between primary schools and social sports clubs in the main urban area of Chongqing,and combs,extracts and expounds the main problems and influencing factors.Based on this,it puts forward the operation mechanism of the cooperative development between primary schools and social sports clubs in Chongqing.From the current situation of the cooperation between primary school sports and social sports clubs in Chongqing,the factors affecting the cooperation are as follows:government administrative support and promotion;The school creates project requirements;Purpose and direction of cooperation;The qualifications of the club and the coach;The level of professional service of the club;Location advantage and reputation.Problems existing in bilateral cooperation: lack of access restrictions for cooperation,affecting cooperation;The leadership consciousness is not strong,difficult to coordinate the project;The small scale of investment in cooperation areas limits the development of cooperation.Cooperation intention docking is not smooth,cooperation exchange rate consensus is not high;Fuzzy cooperation rights and responsibilities,reduce cooperation effectiveness;The influence of school physical education ideology needs to be deepened,and the contradiction between learning and practice shakes school support;Policies and regulations lag behind market development,and there is a lack of supervision and evaluation system.In view of the existing problems in the cooperation and development between primary schools and social sports clubs in Chongqing,this paper puts forward the operation mechanism for the development of school community system: improving the relevant laws and regulations mechanism,strengthening the policy implementation mechanism,implementing the access standard mechanism,clarifying the responsibility mechanism of both parties,building the information exchange platform mechanism,improving the supervision and evaluation mechanism,and establishing the assessment and incentive mechanism.It is suggested to conduct an in-depth study on the cooperation mechanism between the school and the community to promote the joint education of students by the school and the community.The government should play a leading role in promoting the establishment of the cooperative relationship.Starting from the pilot schools and pilot projects,feasible cooperation connection points and cooperation directions should be gradually found.The admission standards,implementation measures and operational norms related to the cooperation and development between schools and social sports clubs will be issued in a timely manner.
