| Under the influence of the new public management movement,the government purchase of social organization services has become an important way of social governance.Governments at all levels contract services to social worker organizations through a project-based governance system.Unlike charity organizations and social work organizations that directly contact rural communities to establish services,the government’s service purchasing model makes a new relationship between project buyer,receiver and implementer.The government,experts,institutions and other upper-level decision-making teams determine and establish service project points,while in the actual scene,social workers,village cadres,villagers and other groups in need of close contact passively establish a formal relationship.However,the final service effect is achieved by the practice of social workers,villagers and village cadres working and living in the village,so the "relationship between social work organizations and village committees" is a preconceived and practical relationship.When social work is embedded in rural community governance,it needs to face the problem of cooperation with grassroots administrative forces.The relationship formed in the interaction affects the process of embedding development and the realization of service objectives.Therefore,it has become an important topic of rural social work to analyze the shaping mechanism and evolution process of "the relationship between social work organizations and village committees".This study takes Bourdieu’s practical theory as the analytical framework,uses the comparative research method to compare the development of two projects in the same institution at the same period,and sorts out the existing mechanical cooperation and organic cooperation in the "three-society linkage" project of Institution C.According to the diachronic characteristics,the relationship is divided into primary and secondary relationships,which are influenced by the capital and habitus of each subject in the specific field.In the process of relationship evolution,due to the differences between local institutionalized social capital and embodied cultural capital,social work agencies in the entry stage have different legal constructions,thus affecting the relationship status.With the development of the project,the early relationship status enables social workers to acquire different social capital and solve community problems,which further promotes the relationship to develop into cooperation or conflict.After the relationship is gradually stabilized,the consideration of practical interests and the establishment of emotional trust play a role in feeding or restricting the relationship.Under the background of government service purchase,we should start from the macro social construction background and micro local practice situation,and seek ways and methods inside and outside the village to help the orderly establishment of "the relationship between social work organizations and village committees".At the macro professional and institutional level,attention should be paid to improving the professional ability of social workers,solving problems with quality and quantity,and promoting the establishment of relationship foundation.Improve the vocational system and mechanism,maintain the long-term good career,and promote the steady development of the relationship.We will reform the evaluation system,standardize laws,strengthen ethics,and guide government agencies to adapt to the new era.At the micro level of culture and governance,we should pay attention to respect local social culture,establish informal authority,and realize long-term trust relationship.Strengthen the training of grassroots cadres,broaden their horizons and expand their fields,and promote cooperative relations.We should adhere to the guidance of Party building at the grassroots level,promote community co-construction and co-governance,and achieve sound cooperation in relations. |
