The Practice And Exploration Of Social Work Of Giving Preferential Treatment To Veterans Of The War In Guangxi

In 2018,the Ministry of Veterans Affairs was established in Beijing,and then a series of administrative preferential care systems were established,from the central government to provinces,cities,counties(districts)and finally to townships and towns to gradually establish corresponding veteran service agencies,and since then a new model of special departments responsible for serving veterans has been opened.The author takes advantage of the internship opportunity at the Guangxi Revolution Memorial Hall to mainly study retired soldiers of Guangxi nationality who participated in wars such as the War of Resistance Against the United States in Vietnam,and conducts research on the service of social work intervention in war veterans through questionnaire survey method and formal interview method,and on this basis,understands the basic situation of war veterans and the existing service guarantee system,responds to the needs that need to be further solved,and explores the process of social work intervention.Serving veterans in the war can not only improve the living conditions of the veterans,but also help motivate the active military,solve the worries of the active soldiers,and promote the military-civilian integration strategy.In view of the practice and exploration of the social work of preferential care for veterans of the war in Guangxi,it can not only promote the development of the preferential care work in Guangxi,but also explore the possibility of multi-channel social work intervention in the social service of the veterans of the war.This paper first introduces the basic situation of veterans participating in the war in Guangxi and evaluates their needs,and then,on the basis of combing the existing service guarantee system,analyzes the formal and informal resources in the social services of the veterans,discusses the feasibility of social work intervention in the veterans of the war,examines the paths and methods of social work services,and proposes corresponding countermeasures on how to strengthen the top-level design to promote the preferential social work of the veterans.The needs assessment found that the needs of veterans of the war mainly include the needs of "because of the war" such as group respect,honor incentives,psychological trauma rehabilitation,etc.,the needs of "because of the old" such as old-age care,retirement adaptation,and resocialization,and the "due to events" needs such as coping with major changes and medical rehabilitation,while social work intervention in the social service of veterans is feasible,reflected in the localization theory of social work and the mainstream ideology is compatible,and the current policy is inclusive and supportive of preferential social work.The development of China’s preferential care social work and the accumulation of practical experience in Guangxi have provided a solid foundation for preferential care social workers,etc.,and provided a big stage for Guangxi’s social work of preferential care for veterans of the war.The article discusses the role and service strategy of social workers in social services,arguing that social workers play the roles of resource providers,supporters,advocates,resource providers,coordinators,and policy influencers in the social services of veterans,while the intervention of social workers includes strategies such as rooting in the value concept of social work,introducing professional social work positions,carrying out social work service projects for veterans of war,and promoting the active participation of social work institutions.The methods of social work intervention in the service of veterans of the war in Guangxi include two methods: direct service and indirect service,and the direct service method mainly includes "oral history" case service,"listening to veterans tell stories","family search" case service,"centralized recuperation" group work,etc.The indirect method is mainly to build service institutions and improve the veterans care fund.The service evaluation believes that the social work service for veterans of guangxi’s war participation has achieved remarkable results,responded to a series of needs of veterans,has a positive effect on promoting the development of social work in Guangxi,and has a reference role in social work services in similar fields across the country.However,the social work of preferential care for war veterans also has problems such as strong administrative color,short service period and single evaluation,and future research should pay attention to and achieve dynamic and accurate docking of demand and services,cultivate the respect atmosphere of the whole society for war veterans at the social level,and unify the macro level and micro level in the service perspective.
