The development of human resource outsourcing started late in China.However,with the continuous growth of China’s economy,domestic enterprises expand their business,which leads to an increase in enterprises’ requirements and investment in human resource management.Thus,the demand for human resource outsourcing service is also increasing accordingly.Meanwhile,the rapid development of China’s market and economy,favorable labor price and huge potential market attract many offshore foreign enterprises to come to China for business development.Per China’s labor policy,those offshore foreign enterprises with no legal entity in China are not allowed to establish employment relationship legally with China employees.Thus,employees who work for these kinds of enterprises are not protected by China labor law.Under these circumstances,Company A’s human resource outsourcing service offers a solution to those offshore foreign enterprises to hire employees legally in China.This article is written based on human resource outsourcing related theories and literature.After combing the current situation and future development trends of China’s human resource market,inviting outsourcing employees to survey and clients to interview and analyzing the real cases in the past,the article discussed the existing problems of Company A’s current offshore foreign enterprise human resource outsourcing service in China and summarized the root cause of these problems.To solve these problems,optimization schemes were also proposed in the article together with the supporting measure.With the support of government policy,China’s human resource service industry is developing towards a more standardized direction.Major service providers are focusing more and more on niche areas.Therefore,the result of this article not only helps Company A to improve the service quality and market competitiveness of its current business,but also gives some new ideas and inspiration to companies in China human resource service industry.
