China is entering a new stage of development while industrial upgrading and economic restructuring keep accelerating.At the same time,all industries need technical talents which means the status and role of vocational education are becoming more and more prominent.Cultivating "Great country craftsmen" requires "craftsmen’s teacher." The development of vocational education in the new era should adhere to the concept of quality first.The point is to cultivate a team of high-quality "double-qualified" teachers,in order to guarantee the level of teaching learners and the quality of training talents effectively.The "National Vocational Education Reform Implementation Plan" published in 2019 clearly placed vocational education in a very critical position related to educational reform and innovation,and economic growth,which requires to take a series of measures to build a team of "double-qualified" teachers,and to explore the formation of a high-level,well-structured teaching team.According to the status quo of the construction of the "double-qualified" teachers of Tianjin vocational education,this thesis analyzes the problems existing in the construction of the teaching staff deeply through some research methods like literature analysis,comparative analysis and statistical analysis,such as: the construction of the "professional" teacher team still needs to be strengthened,the gaps still existed in incentive mechanisms and institutional guarantees,and the training mechanism for "double-qualified" teachers still needs to be improved.It also systematically summarizes the causes of the problems from four aspects: social system factors,educational system factors,school system factors,and teachers’ own factors.On the basis of the above analysis of the problems and causes,this thesis starts from the establishment and improvement of the relevant system and mechanism of the vocational education teacher team,and the establishment of a standardized "double-qualified" teachers training system,etc.,to provide suggestions and references for the construction of Tianjin’s vocational education teacher team.
