| On July 24,2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in Compulsory Education",which aims to effectively reduce the burden of excessive homework and off-campus training for students in compulsory education.burden.The "Opinions" comprehensively regulates off-campus educational institutions for subject training,and at the same time puts forward higher requirements for after-school service time,after-school service quality,and afterschool service channels.As an important position for after-school services,public outof-school education places shoulder the major mission of promoting the healthy and comprehensive development of students,and their own development and improvement are increasingly urgent.This research hopes to solve the problems related to the education quality evaluation of public out-of-school education places,and combines relevant theoretical and practical foundations to build a scientific,complete,and operational education quality evaluation index system for public outof-school education places,and to promote the further development of public out-ofschool education places.developing.In accordance with the research idea of ?? "theoretical research-constructing indicators-revising indicators-perfecting inspection",this research constructs theoretically based on the CIPP education evaluation model and the American STEM education evaluation,and divides the evaluation index system into four dimensions:background evaluation,Input evaluation,process evaluation and result evaluation.Using NVIVO12 qualitative analysis software as a tool,38 relevant normative texts for evaluation of public out-of-school education places were coded and analyzed,and a preliminary education quality evaluation index system of public out-of-school education places was formed.In the revision and improvement of the index system,through the Delphi method,three rounds of consultations were conducted with experts and scholars in the field of out-of-school education evaluation to collect revision opinions.revision.After that,using the AHP analytic hierarchy process,the weight ratio of the revised indicators is calculated to form the specific evaluation scores of each indicator at all levels.Through the test of the Cronbach α coefficient and the SCVI coefficient,it is proved that the index system has a good performance.reliability and validity.Finally,an education quality evaluation index system of public out-of-school education places consisting of 4 first-level indicators,14 second-level indicators,28 third-level indicators,and a total of 46 indicators was formed. |
