Opening up to the outside world is China’s basic national policy,and the 20 th National Congress of the Communist Party of China proposed to firmly pursue the strategy of opening up for mutual benefit and win-win results,promote the construction of an open world economy,and better benefit the people of all countries.As the type of education most closely related to social and economic development,vocational education is an important force to serve the overall situation of the country’s opening up and international production capacity cooperation.Accelerating and expanding the opening up of vocational education,learning from the advanced concepts and development experience of vocational education at home and abroad,docking with the latest technical standards for international industrial technology development,introducing advanced educational resources,comprehensively improving the internationalization level of China’s vocational education,and cultivating vocational and technical skills talents with international vision and global competitiveness are the urgent problems that China urgently needs to solve,and it is also the research purpose of this research report.Starting from the evolution of relevant policies for the internationalization of vocational education in China for more than 20 years,this paper analyzes the achievements of international cooperation in China’s "double high" colleges and universities,and believes that the current characteristics of the internationalization of China’s dual universities are mainly manifested in the continuous enhancement of international flow interaction between vocational colleges,the continuous introduction of high-level educational resources,and the gradual improvement of the scale and quality of international cooperation in running schools.Based on the core content of Bandura social cognition theory of ternary interaction determination theory and stakeholder theory,the research selects five "double high" schools for questionnaire survey and empirical research,constructs a model of influencing factors of internationalization,condenses the important factors affecting the international development of higher vocational education and the influence mechanism between various factors,analyzes the reasons for the international development of higher vocational colleges,and draws on successful experiences at home and abroad.From the two levels of internal environment and external environment,an effective path and strategy to improve the internationalization level of the two universities are proposed.At the theoretical level,the innovation of this paper is based on the social cognition theory of Bandura,taking the ability of international talent training in China’s vocational colleges as the core,and designing a scale of influencing factors measuring the internationalization of "double-high" schools,and constructing an international influencing factor model composed of three dimensions and five factors of international cognition(self-efficacy and outcome expectations),international environment(supported by internal and external environment),and international behavior,which provides a scientific basis for enriching the theory of the international development of higher vocational education.At the practical level,through the empirical research and analysis of the influencing factor model and the relevant data of the "double high" university,it is determined that the main factors affecting the internationalization practice of the "double high" school are the internal and external environment support issues,and on the basis of a large number of policy studies and domestic and foreign comparative studies in the early stage,a complete strategic plan to improve the international development of the "double high" university is proposed,pointing out that it is necessary to strengthen the internal environment to enhance the endogenous power of the international development of the university and strengthen the external environment support such as the government to guide the international development of the university.Including measures such as strengthening the quality supervision mechanism for international development,increasing public financial support,and building an international diversified platform.
