| Under the situation that the COVID-19 is raging and the global economy has been hit hard,the intelligent transformation in the new economic era has become a new engine to drive economic growth and help China lead the world in the new scientific and technological revolution.It can be seen from previous technological revolutions that the continuous development of the level of intelligence will not only have an important impact on the upgrading and rationalization of China’s industrial structure directly from the macro level,but also indirectly affect the employment quality of China’s labor force from the micro level.Technological progress is the source of growth,and employment is the foundation of people’s livelihood.The healthy development of China’s economy and social security and stability cannot be separated from people’s high-quality employment.It can be seen that with the development of the times,the Party,the government and the people have put forward higher requirements for high-quality employment.Therefore,in the intelligent era,how to make full use of intelligent technology to improve the level of employment quality in China and achieve high-quality economic and social development has become an increasingly important topic.However,the research in recent years shows that in the era of intelligence,the research on the level of intelligence and high-quality employment is relatively scarce.Therefore,this paper will start from the level of intelligent development,learn from the research results of Huang Weide and Luo Yan,and optimize on this basis to build a new system to measure the employment quality score.This paper first studies the impact of intelligence level on high-quality employment through the basic model,and discusses whether the improvement of intelligence level will promote the improvement of employment quality.Secondly,in order to highlight the significance of industrial structure upgrading in the process of intelligence,and further study the mechanism of intelligence on employment quality,this paper uses Wen Zhonglin’s analysis method of intermediary role to explore the intermediary role of industrial structure upgrading on the path of intelligence promoting high-quality employment from two dimensions of industrial structure upgrading: the height and rationalization of industrial structure.Thirdly,through the heterogeneity test,we discuss the regional heterogeneity and industrial heterogeneity under the influence of intelligence on high-quality employment.Finally,in order to study whether the intelligent policy is effective in improving the employment quality,a double difference model is introduced to explore the effectiveness of the intelligent policy.At the same time,the robustness and endogenous test methods are used to prove the reliability of the conclusions of this study.Using the results of this research and analysis,this paper puts forward corresponding conclusions and tries to put forward reasonable policy recommendations for better government governance.This paper sets up a research framework for intelligence,high-quality employment and optimization and upgrading of industrial structure.Through research,the following conclusions are drawn:(1)The development of intelligence level is conducive to high-quality employment in China,and intelligence plays a stronger role in optimizing employment quality in the central and western regions than in the east;It plays a significant role in optimizing the employment quality of the primary industry and the tertiary industry,but not in the secondary industry.(2)The development of the intelligent level promotes the upgrading of the industrial structure,that is,it is conducive to the development of the two dimensions of the industrial structure: high and reasonable.(3)The two dimensions of industrial structure upgrading play an intermediary effect in the impact mechanism,but the proportion of the intermediary effect of industrial structure upgrading in the total effect is higher than that of industrial structure rationalization,that is,the intermediary effect of industrial structure upgrading is more obvious.(4)The intelligent policy issued in 2015 is significantly conducive to high-quality employment in China,but the implementation effect of this policy has a certain lag.This paper takes the influence of the level of intelligence on high-quality employment as the main line,takes the upgrading and rationalization of the industrial structure as the intermediary variable,and conducts the intermediary effect test.It deeply studies the relationship between the level of intelligence,high-quality employment and the upgrading of the industrial structure,and the impact mechanism between the three,and finally discusses the effectiveness of the intelligent policy on the improvement of employment quality.The main contribution of this paper is that,unlike previous scholars’ research on total employment and employment structure,this paper innovatively takes high-quality employment as the research object,analyzes the intermediary effect of industrial structure upgrading,and discusses the effectiveness of intelligent policies in the expansion research.The research in this paper not only enriches the theoretical research on the relationship between intelligence and high-quality employment,but also provides a theoretical and empirical basis for better government governance. |
