| Education is essential to the country.Public physical education in universities is an important link to cultivate high-quality talents.Deepening the reform of physical education in universities is the strategic requirement of the time and the practical need of the people.The reform of "personalized college sports" carried out by Shanghai not only requires students to cultivate sports skills effectively,grasp the rules of physical education to achieve talent cultivation,but more importantly,take root in the concept of sports at the level of consciousness,participate in sports with high enthusiasm and interest,and achieve the goal of lifelong sports.As early as the 13 th Five-Year Plan period,Shanghai has taken "promoting the personalization of university sports" as an important plan for the development of school sports.Since the Shanghai Municipal Education Commission officially launched the pilot reform of personalized reform on public physical education curriculum in 2016.After 6 years,16 pilot(cultivation)universities have carried out personalized sports curriculum in different degrees,in different ways and at different levels.During the "14th Five-Year Plan" period,based on the preliminary pilot work,Shanghai put forward the comprehensive implementation of personalized reform on public physical education curriculum.In the present stage,the research on the perspective of policy implementation on the reform of personalized reform on public physical education curriculum promoted by Shanghai is conducive to further comprehensive implementation in the future.Based on the Smith policy implementation process model,this paper makes an indepth analysis of the public sports personalized curriculum reform in Shanghai University.In this paper,16 reform pilot(cultivation)universities are comprehensively investigated,and the relevant and basic information about the physical education curriculum construction in colleges and universities at the present stage has been collected.This paper conducts a survey of administrative leaders related to the policy implementation of each pilot(cultivation)university in the form of interviews,conducts a survey of teachers and students of each pilot(cultivation)university in the form of multidimensional questionnaire,summarizes the reform status quo,analyzed the reform results at the present stage,and comprehensively summarizes the problems and reasons of the reform of Shanghai university public sports personalized curriculum based on the Smith policy implementation process model.The optimization strategy is further given to provide some reference for the further comprehensive implementation of the reform.Through the method of literature research,questionnaire survey,interview and mathematical statistics,this paper analyzes the implementation status of public sports personalized curriculum reform policy in Shanghai’s universities from four aspects: policy content,implementing institutions,target groups and policy environment.In conclusion,the course reform in the emerging stage has achieved the basic establishment of the public sports personalized curriculum system,the basic formation of the public sports personalized curriculum reform form and more independent physical exercise behavior of college students.However,there are still the following problems: at the level of policy content,it is difficult to quantify the reform objectives,and universities are "independent".At the executive agency level,the executive body is not active enough and the communication channel needs to be improved.At the level of target group,students’ cognitive bias and self-serving behavior are frequent.At the level of policy environment,policy publicity is insufficient and venue management needs to be improved.This is due to the inherent limitations of the policy content,the lack of linkage between the implementation agencies,the self-serving motive of the target group,and the weak foundation of the policy environment construction.In this regard,we should optimize the policy content and gather value consensus.At the level of executing agencies,to achieve collaborative cooperation and improve the effectiveness of execution;At the level of target group,guide the concept of sports and broaden the channels of participation.At the level of policy environment,multi-dimensional efforts should be made to create a good environment and further comprehensively implement the reform of college sports personalized curriculum. |
