The Ministry of Education of China issued the "Curriculum Standards for Physical Education and Health in Compulsory Education(2022 Edition)" in April 2022(hereinafter referred to as the "Curriculum Standards 2022 Edition"),which was officially implemented in the autumn semester of 2022.The new curriculum standards have emerged in the context of the fundamental task of implementing moral education,the educational concept of "health first",and the realization of subject education through core competencies.They are more suitable for the physical and mental health development requirements of students in China’s compulsory education stage in the new era.As a guiding document for the development of basic physical education in China in the next decade,its emergence has attracted much attention.In order to further explore the implementation status and development difficulties of the "Curriculum Standards(2022 Edition)",this article conducts a survey and research on some compulsory primary and secondary schools in Fuyang City,and proposes corresponding governance measures to promote the effective implementation of the new curriculum standards in the region,providing meager efforts for the implementation of China’s sports and health curriculum standards in the new era.This paper uses the methods of literature,questionnaire,expert interview and mathematical statistics to investigate some primary and secondary schools in Fuyang City,and analyzes and studies the existing problems through the results of factor analysis.The current situation and shortcomings of the following aspects are summarized:(1)Fuyang City has made some progress in the implementation of the new curriculum standard for physical education,but there are still some phenomena such as poor training effect and teachers’ insufficient attention to training,and some physical education teachers have no clear understanding of the new curriculum standard.(2)Through the investigation of the new curriculum standard,it is found that the new curriculum standard pays more attention to the core quality and comprehensive development of students,and its new concept and theory are strong,which leads to some grassroots physical education teachers think it is difficult to implement.(3)In terms of school conditions,most campuses still have outdated equipment and facilities and lack of stadiums,which makes it difficult to carry out some new sports.The proportion of physical education teachers,professional titles and gender is basically reasonable,but the proportion of highly educated physical education teachers is small and the overall scientific research ability is weak.(4)In terms of education and teaching,the implementation of the new curriculum standard has achieved initial success in selecting teaching content,but it is still affected by traditional concepts in terms of teaching methods,teaching organization and teaching evaluation,resulting in poor overall learning effect.(5)Factor analysis shows that the dilemma indicators for implementing the new sports curriculum standards in Fuyang City are the factors of schools and teachers,which interact with government factors,curriculum factors,and family factors,forming a network and playing an important role in the implementation of the new curriculum standards.In view of the difficulties,the following governance measures are proposed: First,do a good job in top-level design,so that the school sports governance can be promoted in an orderly manner as a whole.When designing at the top level,the government should take macro control,follow the development rules of school sports,combine the excellent experience at home and abroad,and do a good job in the overall control of school sports system.Second,improve the system and mechanism.Integrate the Party’s advanced education thoughts into the school sports management work,and clarify the political position.We should improve the school policy development system and promote good governance with good laws.Adhere to the concept of moral education and establish a scientific and effective evaluation system.Third,focus on curriculum reform and innovation to improve the quality of governance.Promote the integration of excellent cultural resources and school-based paradigm into school physical education curriculum,improve the teaching level of physical education,pay attention to afterschool physical education services,improve the skill level,and carry forward the spirit of the times.Fourth,ensure the supply of resources and strengthen the governance foundation.We will expand the investment in school sports funds,strengthen the construction of sports teachers,and ensure the supply of school sports venues,equipment and facilities.Fifth,strengthen information construction and realize intelligent governance.Make good use of the school platform equipment,promote the integration and sharing and information digital technology,promote the sharing of resources,and realize the modernization of school sports governance.Sixth,we should focus on the power of society and achieve multiple and coordinated governance.The government,schools,families,communities and social sports organizations should take into consideration,so as to make the diverse communities work together. |
