With the spread of higher education and the popularization of the concept of lifelong learning,countries such as UK and the United States began to evaluate adult learners’ prior learning achievements and provide them with corresponding educational courses and credits,gradually formed prior learning recognition modes.The recognition of prior learning can assist "non-traditional students" in accumulating and sorting out their potential abilities and learning achievements.Also,it will promote the development of lifelong education.Open University of China(OUC)has begun to carry out practical exploration of prior learning recognition in some disciplines since 2012,but there are many problems and difficulties.Therefore,it is urgent to sort out advanced foreign experiences and summarize and reflect on China’s recognition practice.This study aims to find out the puzzles and solve existing problems in practice,promote the further development of the prior learning accreditation practice of Open University of China,and provide practical reference for building a learning society in China.This study mainly includes three parts: introduction,main text,and conclusion.The introduction section mainly introduces the significance of the research,reviews domestic and foreign research,and defines the core concepts.The conclusion section provides an overall summary of the entire study and points out the shortcomings of this study.In the main text section,on the basis of reviewing the current situation and background of prior learning recognition at home and abroad,this study comprehensively uses literature analysis,case analysis,comparative analysis,and interview methods.With the help of experiential learning theory,educational equity theory,and lifelong education theory,it first analyzes the process and content of prior learning recognition of Open University of China,and three open universities representing different recognition modes,named as Korea National Open University,Indira Gandhi National Open University and the University of Phoenix,are introduced.Through a comparison of the recognition of prior learning among the four open universities,relevant literature analysis,and interviews with participants,the problems of recognition of prior learning of Open University of China were identified.firstly,there is a lack of targeted measures internally,manifested as incomplete top-level design,incomplete identification theory mechanism,and many shortcomings in practical operation;Secondly,there is a lack of overall external coordination,manifested as a lack of stakeholders,an incomplete credit bank management system,a lack of unified reference materials for the qualification framework system,insufficient publicity and popularization efforts,and low social recognition.Finally,in response to the above issues,this study proposes solutions from both internal and external perspectives: improving targeted measures internally,that is,gradually improving the top-level design,improving the recognition theory mechanism,and improving practical operations;Strengthen overall coordination externally,that is,promote the participation of stakeholders such as the government,improve legal protection,improve the credit banking system,improve the framework for learning outcomes and qualifications,and increase publicity.
