In the report of the 20 th Party Congress,General Secretary Xi Jinping emphasized accelerating the implementation of the innovation-driven development strategy and achieving a high level of scientific and technological self-reliance and self-improvement.Universities are an important main force in the innovation-driven development strategy,and the transformation of scientific and technological achievements is also an important driving force for economic and social development.In recent years,the investment in innovation resources in China’s universities has been increasing,and the transformation of scientific and technological achievements has been greatly improved by the support in innovation policy and higher education policy,but the effect in the transformation of scientific and technological achievements is poor.There are still problems such as low transformation rate of scientific and technological achievements in universities and uncoordinated development among regions.Based on this,through relevant literature research combing and theoretical basis,revealing the level of efficiency of transformation of scientific and technological achievements in colleges and universities and exploring its spatial variability can help to objectively understand the level of efficiency of transformation of scientific and technological achievements in colleges and universities in China,which has certain significance to the optimization of the allocation of innovation resources in colleges and universities.Based on the concept of transformation of scientific and technological achievements in colleges and universities,this article first clarifies the connotation characteristics of transformation of scientific and technological achievements in colleges and universities,and constructs an efficiency evaluation index system based on the input-output perspective.The results of the study show that the overall level is still some distance away from the frontier,and the time trend is steadily increasing,showing the characteristic of "high in the east and low in the west".From the perspective of spatial distribution pattern,there is spatial variability in the efficiency of transformation of scientific and technological achievements in China’s universities,and there is an unbalanced phenomenon on the whole,with the high value of efficiency of transformation of scientific and technological achievements in universities concentrated in the eastern coastal provinces and the low value of efficiency of transformation of scientific and technological achievements in universities concentrated in the central and western provinces.Secondly,the factors influencing the efficiency of transformation of scientific and technological achievements in colleges and universities are identified and divided into nine themes:regional economic development level,government support,intensity of universityindustry-research cooperation,market demand,education level,number of personnel in technology transfer demonstration institutions,degree of opening up to the outside world,urbanization level and marketization degree,and the spatial effect of the efficiency of transformation of scientific and technological achievements in colleges and universities in China is empirically analyzed using the spatial Durbin model,and the influencing factors It is found that there is significant spatial autocorrelation in the efficiency of transformation of scientific and technological achievements in universities in China.Among the indirect effects,urbanization level,regional economic development level,market demand and technology transfer intermediaries have a significant influence.Finally,on the basis of empirical research,this article puts forward relevant suggestions: crossing regional boundary restrictions and collaborative development of regional universities;rational allocation of science and technology investment to reduce input redundancy;strengthening international exchanges and cooperation to enhance the level of openness to the outside world;encouraging diversified university science and technology innovation investment and strengthening collaboration and innovation cooperation among industries,universities and research institutes.
