| The integration of rural primary,secondary and tertiary industries(hereinafter referred to as rural industries)has been an important element of the agricultural and rural policies introduced by the central and local governments in recent years.2022 Central Document No.1 clearly puts forward three key directions and two integration dimensions for the integrated development of rural industries.The focus is on developing the agricultural products processing industry,rural leisure tourism and rural e-commerce;vertically,building the whole industrial chain of agriculture,promoting the extension of the industry forward to the back end and upstream and downstream;horizontally,promoting the deep integration of agriculture and other industries,enriching the types of rural industries and enhancing the economic value of the countryside.As a driving force in promoting the implementation of rural revitalization strategy,the integrated development of rural industries has put forward new tasks and requirements to local colleges and universities in China.It is against this background that this study is conducted to clarify the functional role played by Xinjiang universities in the integrated development of rural industries,which is of great theoretical and practical significance for Xinjiang to achieve high-quality integrated development of rural industries.In order to explore how Xinjiang universities can better promote the integrated development of rural industries,this study takes Tarim University as an example and focuses on answering the following questions: What are the main models of Tarim University in helping the integrated development of rural industries? What are their best experiences to learn from? What results have been achieved by the implementation of Tarim University’s booster model?What factors have influenced the implementation of Tarim University’s support model?In order to answer the above questions,this study elaborates on the propelling role played by local universities in the integrated development of rural industries based on their practical exploration in four aspects: integrated development within the agricultural industry,integrated development with the extension of agricultural industry chain,integrated development with the expansion of agricultural functions and integrated development with the penetration of agricultural information technology.Focusing on the universities in Xinjiang,the "integration of farming and breeding" model of Tarim University,the "three stations and chain" model of the extension of the agricultural industry chain and the "field complex" model of the expansion of agricultural functions are extracted to promote the internal integration of the agricultural industry.The "Field and Garden Complex" model,and the "Science and Technology Specialists + ECommerce" model,which promotes the penetration of agricultural information technology.Combined with the typical case studies of the above-mentioned models,field research was conducted on the agricultural business subjects and university subjects participating in the four models of the integration development of rural industries by Tarim University,to examine the implementation of the model of integration of rural industries by Tarim University,and on this basis,an effective path for the implementation of the model of integration of rural industries by Xinjiang universities was proposed.Therefore,the findings of this study not only help to clarify the direction of Xinjiang universities in promoting the integrated development of rural industries,but also serve as a reference basis for Xinjiang universities to optimize and improve their mode of assistance.Through theoretical and empirical analysis,the following conclusions are mainly obtained:(1)Using the research data of the sample agricultural operators,a comprehensive evaluation index system of satisfaction with the effectiveness of the implementation of Tarim University’s modes of assisting integrated rural industrial development is constructed based on the satisfaction situation of four dimensions:effect,quality,management and service.The evaluation results show that agricultural cooperatives,agricultural enterprises,small farmers and large farmers are overall satisfied with the four modes and are more concerned about what these modes The evaluation results show that agricultural cooperatives,agricultural enterprises,small farmers and large farmers are generally satisfied with the four models and are more concerned about what benefits and services the implementation of these models can bring them.(2)Using the research data of the participating subjects of the sample universities,we analyze the effectiveness of the implementation of the model of Tarim University in helping rural industrial integration development and the characteristics of its internal factors,external factors and environmental factors,and further construct a multiple regression analysis model to analyze the influencing factors.The empirical results show that the seven factors of university funding,establishment of university operation system mechanism,university talent team construction,university scientific and technological achievement transformation capability,university related supporting measures,government funding and demand for implementation of rural revitalization strategy have significant positive influence on the implementation effectiveness of Tarim University’s assistance model. |
