Research On Complex Governance Of Urban Community Under The Background Of Social Change

Chinese society is constantly changing from unit society to post-unit society,and at the same time,Chinese citizens are also moving from "unit man" to "social man".Drastic social changes have resulted in "community",which has also become a link and bridge between individuals and the state,and has assumed huge social functions.In recent years,with the continuous development of urban communities,there is a phenomenon of "fragmentation",such as insufficient participation of residents,lost,absent and independent government role,and lack of communication and coordination.The "fragmentation" status of urban community structure and the emerging risks of modern society make simple vertical urban community governance can not solve the problems of today’s urban community,composite governance has become an inevitable trend of the modernization of social governance.In order to study the current situation of complex governance of urban communities,this study adopts the questionnaire survey method and case interview method to investigate the current situation of complex governance of H community in Xi ’an,Shaanxi Province since its establishment in 2001,and finds that H community presents the current situation of community grid governance,community culture governance and community service governance.Moreover,there are governance effects such as the guidance of Party construction,rich cultural and sports activities,harmonious neighborhood relations and high satisfaction of residents to the community.By dividing the unit society(before 2001)and the post-unit society(2001-present),the three characteristics of H community composite governance are summarized as the establishment of the joint meeting of the Party building,the action modeling of individual and the connection of external resources.Under the risk of epidemic,the unity of multiple governance subjects highlights the effectiveness of composite governance,so as to form a community of epidemic prevention and control.Taking urban community as a micro social system,the governance structure-governance function analysis framework is constructed based on the structure-functionalism theory and the five-level theory of community needs.H community governance structure presents a core of multiple governance subjects,institutional +emotional governance means and the governance goal of "community community".The governance function reflects the applicable function,the goal achievement function,the integration function and the pattern maintenance function.The complex governance of H community in Xi ’an has taken measures to solve manyproblems in the process of community establishment and development,so as to solve the structural layout of staff integration,community pressure and community fragmentation,which has certain rationality and effectiveness.In the face of today’s risk society,it is the general trend to establish a "community" at the community or social level.Only by establishing a community,can "out-of-domain" individuals be gradually re-embedded in the community or social life,so as to constantly get closer to the "social governance community".
