Research On The Influencing Factors Of Rural Labor Return Under The Background Of Rural Revitalization

The 19 th report of the CPC put forward the strategy of rural revitalization,and believed that the "three farmers" issue,namely agriculture,rural areas and farmers,is the fundamental issue affecting the national economy and people’s livelihood,and it is necessary to focus on the "three farmers" issue from beginning to end,Implement the rural revitalization strategy.The report of the 20 th Congress of the CPC clearly pointed out that the current development of rural areas in China is the most difficult and heaviest in the overall construction of a modern socialist country.Promoting rural revitalization through the revitalization of industry,talent,culture,ecology and organization in five areas to promote the construction of an agricultural power is of great practical significance for the current development of rural areas in China,the consolidation of poverty alleviation achievements and the realization of rural revitalization.Considering that since the reform and opening up,with the rapid development of the urban economy,a large number of rural workers have worked abroad to seek better economic income,but with the rapid development of the national economy,rural development is also changing,The government has also implemented a number of rural development policies through the Rural Revitalization Strategy.In this regard,the return of rural labor force working abroad has also attracted the attention of the academic community.The large-scale migration of rural labor force to work abroad has seriously affected the socio-economic development of rural areas,making the rural revitalization strategy unable to revitalize rural talents.This outflow of rural labor is long-term and large-scale,resulting in major problems and dilemmas such as the excavation,aging and retention of rural labor,which are currently being solved through the phenomenon of rural labor return.On the one hand,due to the modernization and adjustment of China’s industrial structure,the requirements for the age,qualification and skills of rural labor force are higher,thus further promoting the rural labor force working abroad;On the other hand,due to the rapid development of rural economy and society,the demand for human capital has increased,and talent revitalization has also become an important part of the rural revitalization strategy.At the same time,relevant policies have been implemented to promote the return of rural labor to employment and entrepreneurship,and create internal attraction for the return of rural labor,It is in this interaction of thrust and traction that most rural workers who work outdoors choose to return or are willing to return.This study aims to understand the current research results by reviewing relevant research literature on rural labor return and the research progress of domestic and foreign experts and scholars;Then,combined with the rural revitalization strategy,the development status of Banqiao Town in Qingyang City,the main problems in the return of rural labor force who go out to work,and the analysis of the reasons are elaborated;Then,the influencing factors of rural labor force return in Banqiao Town,Qingyang City are analyzed through the push pull theory;Finally,through the analysis of influencing factors,corresponding strategies are proposed for Banqiao Town,Qingyang City to drive the return of rural labor force who go out to work,and to solve the human capital problem that restricts rural socio-economic development in the context of rural revitalization.
