China has entered into an aging society,and the elderly group has received attention from all walks of life.Today,after the third technological revolution,information digital technology fills all aspects of people’s lives,especially in recent years by the COVID-19 pandemic,digital technology provides the basis for specific measures for epidemic prevention.However,in this environment of high-frequency digital use,the elderly have become a vulnerable group in the digital society,and the contradiction between aging and digitalization is further highlighted.Based on this,the central research questions of this paper are: first,to describe the "digital capability" dilemma of the elderly in the epidemic prevention and control with an elderly person as the research object;second,to analyze and assess the causes and needs of the "digital capability" dilemma of the elderly in the epidemic prevention and control;third,to try to use a casework approach to serve the "digital capability" of the elderly and help them actively cope with and adapt to the practical process of the epidemic prevention and control.The author’s fieldwork found that the dilemmas of older adults in the epidemic prevention and control environment are mainly focused on: smartphone use,simply answering phone calls;"health code" adaptation,face-to-face mobile payment,order supplies online when they are at home being blocked and controlled,and difficulties in online services.According to the analysis,the reasons for the above difficulties come from: the psychological and physiological conditions of the elderly themselves,in the face of new things are not high acceptance or strong defensive;In addition,the unpredictability of digital society,the frequent occurrence of "digital trap" phenomenon and "information explosion" of the network world may bring fear to the elderly;The empty-nesters have insufficient support from the real society and lack the conditions of "digital feedback".In conclusion,these problems lead to low willingness of the elderly to use digital,lack of digital skills,degradation of digital learning ability and distrust of digital technology.According to the client’s current predicament and reason analysis,the author found that their needs mainly focus on four aspects: Identify and learn to use digital devices,learning digital skills to meet the basic life,enriching their own leisure and entertainment by using digital technology,and identifying digital traps.Under the above circumstances,the casework approach was used under the guidance of Empowerment theory to provide services to the elderly who encountered digital competence difficulties.Through interviews with the client,their willingness to use digital technology was assessed in terms of its perceived ease of use and perceived usefulness;their digital use behaviors and digital use abilities were observed,and the causes of their digital capability dilemmas were analyzed.Based on the problems and needs of the service recipients,a seven-session case work plan was designed in detail to enhance their willingness to use digital technology,consolidate their digital use behaviors,improve their digital use abilities,and promote their sense of digital inclusion,in order to achieve the purpose of digital capacity building.At the same time,the author focused on specific digital operation skills,to help the elderly cases learn to use "health code",mobile payment,online life payment,online appointment and other skills,training to make it meet the needs of life under the epidemic.The results showed that the digital competency of the elderly can be effectively improved through a guided change in their perceptions,followed by specific digital operation skills training.
