Building an innovation-driven modern economic system has been a strategic goal of Shaanxi’s economic development in recent years.Human capital is a very important aspect of the strategic planning.In order to bring the benefits of human capital into play in the process of economic development,attention should not only be paid to the quality and increase in the stock of human capital,but also to the allocation of human capital.The optimisation of human capital allocation can improve the efficiency of human capital utilisation and maximise the benefits of human capital under the established production model.The purpose of this paper is to analyse the current situation of human capital allocation in Shaanxi Province,to explore which factors influence the outcome of human capital allocation in Shaanxi Province,and to study how human capital allocation in Shaanxi Province affects the improvement of regional innovation capacity in order to propose an optimal path for human capital allocation in Shaanxi Province under the goal of innovation development.The main research elements and findings are as follows:First,the historical literature related to human capital allocation is summarized,and the current situation of human capital allocation in Shaanxi Province is analyzed from three perspectives: different types of human capital allocation,industry human capital allocation,and sectoral human capital allocation.The proportion of employed persons with undergraduate degrees and above and the proportion of R&D persons are chosen to measure the innovative human capital allocation in Shaanxi Province.Referring to Lai Desheng’s(2015)understanding of human capital allocation,human capital concentration(HUM)is selected to estimate the human capital allocation in industries and sectors,and it is found that the level of innovative human capital in Shaanxi Province needs to be improved;the human capital allocation in the primary industry is excessive and showed an increasing trend;human capital allocation in the manufacturing industry was insufficient;scientific research and technical services and education,which are related to the output of innovation,showed a decreasing trend of human capital concentration;and there was an over-allocation of human capital in the public sector.Secondly,the main factors affecting human capital allocation in Shaanxi Province are studied.Combining with the past literature,this paper concludes that the five main factors affecting human capital allocation in Shaanxi Province are financial subsidy policy,financial regulation,salary income,industrial structure,and labor mobility.And on the basis of theoretical discussion,empirical analysis is carried out to verify the correlation between the above five factors and human capital allocation in Shaanxi Province with empirical results.Thirdly,the path of human capital allocation on regional innovation capacity is sorted out.The allocation of human capital to competitive sectors helps to increase regional science and technology innovation output through knowledge spillover effects,and the allocation of innovative human capital also influences the production of scientific innovation output results,promotes industrial innovation,improves innovation efficiency,and also contributes to the improvement of regional environmental innovation capacity.In order to test the theoretical hypothesis,this paper further develops an empirical test.The empirical results show that the allocation of human capital to the public sector is not conducive to the enhancement of regional innovation capacity,while the positive effect of the allocation to the competitive sector is significant in building regional innovation capacity.Fourth,based on the conclusions drawn from theoretical and empirical studies,this paper proposes feasible paths for optimizing human capital allocation in Shaanxi Province under the goal of innovative development.First,pay attention to innovative human capital investment and strengthen the advantages of human capital in Shaanxi Province.Secondly,efforts should be made to break down the barriers of talent flow and optimize the pattern of human capital allocation.Once again,the adjustment of human capital structure should be accelerated to realize the coordinated development of human capital structure and industry.Finally,market orientation should be insisted,and government functions should be reinforced in three main aspects: reducing financial intervention,optimizing financial subsidy policies,and improving the talent system to improve the institutional environment for human capital allocation.
