With the current general shift of Chinese enterprises to high-quality development,the existing problems have also become prominent: lack of professional and technical personnel,serious brain drain,unreasonable industrial structure,and slow upgrading are common problems faced by various industries.In the process of industrial restructuring and upgrading,a large number of scientific and technological talents are needed to change the current situation of unbalanced production development in various regions and a large gap between industrial innovation capabilities and foreign enterprises.In addition to enhancing the competitiveness of scientific and technological talents in various regions through some direct methods,external factors such as fintech cannot be ignored,and fintech is empowering the real economy by innovating and upgrading financial services and financial products,easing financing constraints,and promoting technological innovation of enterprises.This paper attempts to analyze the mechanism and effect of fintech affecting the competitiveness of scientific and technological talents in China,taking 31 provinces in China as the research object.Firstly,a number of indicators were selected from different dimensions to construct an evaluation system for the competitiveness of scientific and technological talents in31 provinces,and the total score of scientific and technological talents competitiveness in 31 provinces was calculated by factor analysis.Secondly,using the 2011-2020 Peking University Digital Financial Inclusion Index as a measurement index for the development of fintech,drawing on the optimization ideas of the existing literature on the system GMM method,the s GMM(System Generalized Method of Moments)method was used for benchmark regression on the basis of the traditional dynamic panel data generalized moment estimation method(GMM).Thirdly,the 31 provinces are divided into central and eastern regions and western regions for regional heterogeneity analysis to explore the differences in the effects of fintech in different regions.Then,robustness tests are performed using both the methods of replacing explanatory variables and culling specific regions,and tool variables are selected to discuss and eliminate endogenousness of the model.Finally,a mediation effect model is established to explore the influence mechanism of fintech on the competitiveness of scientific and technological talents.The results of the study show that,first,fintech has a significant effect in promoting the competitiveness of China’s scientific and technological talents,and this promotion effect is stronger in the central and eastern regions than in the western region,and factors such as the living environment and information resources in the central and eastern regions have a more significant impact on the competitiveness of scientific and technological talents,while in the western region,salary and medical resources have a more significant impact on the competitiveness of scientific and technological talents.Second,the environment of scientific and technological talents,the efficiency of enterprise operation,the level of government revenue and financing constraints are important intermediary factors for fintech to affect the competitiveness of scientific and technological talents.In view of the above conclusions,this paper puts forward the following suggestions: first,enterprises should make full use of the tool of fintech,start from the influence mechanism to create favorable conditions for the high-quality development of enterprises and enhance the competitiveness of scientific and technological talents;Second,the government should combine the actual situation of each region and implement differentiated policies for different regions to solve the pain points in the process of improving the competitiveness of scientific and technological talents.
