Higher education provides strong support for our country economic and social development.At present,China’s higher education has entered the stage of universal development,changed from the previous incremental development to the stock reform,and started to the new journey towards the intension development.But there is still a lot of room for higher educational policies,which need to be learned and improved,compared with American higher educational polices.Stones from other hills can be used to polish jade.As a powerful country in higher education,the United States is constantly committed to reforming and optimizing its higher education policies to maintain its world leading position in higher education.It has great reference value for our country to promote and realize the optimization of higher education policy.This study mainly sorted out the related research results of higher education policy at home and abroad by literature method,and combined with the practical needs of China’s higher education development policies,and determined the higher education policy of the Trump administration and Biden administration as the research objects,comprehensively sorted out the specific contents of their higher education policies.By tracing the history and analyzing the characteristics of policies,it has found that the reform of American higher education policy is deeply influenced by the change of government.As spokesmen for the interests of different social classes,Trump and Biden have also continued the American educational governance tradition of deviation and inheritance.In terms of policy orientation,Trump focuses on efficiency while Biden focuses on fairness.As the role of government,the former advocates decentralization,while the latter insists on centralization.And as studying abroad,Trump adheres to the principle of merit and Biden responds with an open attitude.However,under the common pursuit of safeguarding national interests,Trump upholds the banner of "making America great Again",and Biden adheres to the ruling ideal of "building back better".They are simultaneously committed to exploring their own paths of fairness in higher education;actively promoting higher education to reach the goal of excellence;releasing the advantages of higher education to consolidate the leading position in science and technology.From the perspective of comparison,this study focuses on the construction and development of China’s higher education policies,elaborates on the current status and dilemmas of China’s higher education policies in terms of laws and regulations,financial investment,quality evaluation and studying in China.Based on the experience of American higher education policy reform,puts forward the necessary strategies for the reform and optimization of China higher education policy.The optimization of higher education policy is a necessary condition for promoting the high-quality development of higher education.When drawing on the development experience of other countries,we should not copy them blindly.Instead,we should expand horizons from our own situation,try to exlpore the path of local reform of higher education policy,and seek common ground while shelving differences.And further improve our higher education policy systems,in order to achieve a qualitative leap forward and move towards a higher platform. |
