| The 14 th Five-Year Plan period is the first five-year period in which China,after realizing the first centenary Goal of building a moderately prosperous society in all respects,will march toward the second centenary Goal.This five-year plan puts forward a series of new related programs,such as improving enterprises’ technological innovation ability,stimulating talents’ innovation ability,improving the mechanism of scientific and technological innovation,promoting regional coordinated development and promoting human-centered new-type urbanization;And as the 14 th Five-year plan period of key tasks to adhere to innovation and accelerate the development of modern industrial system,promote the optimization and upgrading of the economic system to promote the importance of talent to a higher level.Taking into account differences in population concentration,fierce competition for talent and population policies,this paper mainly analyzes and studies the influencing factors of talent attraction based on 30 metropolis,megalopolis and typeⅠ big cities with permanent urban population over 3 million that have not fully lifted the hukou restriction in 2019.Firstly,the influencing factors and related indicators of talent attraction are analyzed and sorted through literature and theoretical research.Then,it analyzes the current situation of population,talent and talent policy of each city,and summarizes the characteristics of population,talent and talent policy of each city.Next,the objective weighting method is used for comprehensive evaluation and econometric model analysis.In methods,this paper uses factor analysis method and entropy method to calculate the comprehensive score of talent attraction and the weight of the influencing factors of talent attraction in the studied cities.Kendall consistency test was conducted on the results of talent attraction measured by the above two methods and the number of employees in representative industries,providing certain mathematical support for subsequent quantitative analysis.After that,the multiple linear regression model of income level,living environment,development potential and talent attraction was analyzed by baseline regression analysis,robustness analysis,quantile regression analysis and heterogeneity analysis.Through the above series of analysis,the main conclusions are as follows:Contains city opening to the outside world,science and technology innovation to promote its own talent attraction and talent for the future development of ability development potential factors that affect research talent attraction of the city by relatively more critical,and environmental quality to research the urban life in the city of talent attraction effect is followed,the income level of talent attraction effect is relatively weak,and the influence relationship is negative.This also indicates that for these super cities,higher national economic level and the increase of personal income level have less and less impact on talent attraction,and for cities with higher income level,the increase of income has less impact on talent attraction than cities with lower income level.The development of living environment and development force is the main direction of urban construction and economic increment in the future.The improvement of social welfare level,the continuous leisure of the city and the development of scientific and technological innovation can enhance the soft power of the city and bring new growth points to the economy,which is also the source of power to promote the future development of the city.Talents are playing a crucial role in such development needs.In different periods,different cities and different types of talents,the influence of various factors on talent attraction is different.The heterogeneity analysis of different periods shows that with the development of cities,the development capacity of cities in opening up and trade,emerging industries,scientific and technological innovation and other aspects is more and more important.For type I cities,accelerating the introduction of investment,continuously expanding international trade,increasing investment in emerging industries and scientific and technological innovation can improve their talent attraction faster.For megacities and megacities,the simultaneous improvement of living environment quality and development potential can better improve their talent attraction.For the talents in the secondary industry represented by manufacturing,they pay more attention to the development potential of the city.For the talents in the tertiary industry represented by information,finance,science and technology,education and health,they pay more attention to the income level and the quality of the city’s living environment.In general,this report aims to expand some policy ideas on how to introduce,retain and gather talents in metropolis,megalopolis and type Ⅰ big cities.In addition,through the research of this topic,the cities studied in how to improve their talent attraction can be used as a reference to a certain extent and setup policies according to the city,which is also the significance of the research of this topic. |
