At the end of the 20th century,the UK raised the status of preschool education,attached importance to the quality of preschool education and established a preschool education quality assurance system.In this process,the main body of preschool education quality assurance rose to the government level,the participating subjects became more diversified,and the quality assurance of preschool education shifted from attaching importance to equity to excellence.Based on the historical research method,literature analysis method and comparative research method,this study selects the British preschool education quality assurance system as the research object,discusses it in terms of internal quality assurance and external quality assurance from the historical development of the British preschool education quality assurance system,and studies the characteristics of the British preschool education quality assurance system.The British preschool education quality assurance system has accumulated rich experiences in its development and improvement,which can provide reference for the construction of China’s preschool education quality assurance system.The preschool education quality assurance system is the sum of mechanisms that guarantee the continuous improvement of preschool education quality through standard setting,quality supervision,and self-assessment under the guidance of the concept of educational quality and the government’s value pursuit by relevant subjects.The external quality assurance system of preschool education in the UK is dominated by the Ministry of Education,the Education Standards Agency,higher education institutions and third-party social institutions.The Ministry of Education promulgates preschool education policies at the macro level,clarifies the quality assurance responsibilities of governments at all levels,and sets national standards to regulate curricula and teachers.Higher education institutions are the main site for preschool teacher training,and the Bureau of Educational Standards supervises preschool education institutions and teacher training,impartially and objectively evaluates the quality of education,and provides impetus for the improvement of preschool education quality.At the same time,the government uses the power of third-party social institutions to assist the state department in supervision or teacher qualification certification to improve efficiency,and multiple parties work together to ensure the quality of preschool education.The internal quality assurance system of preschool education in the UK is mainly the preschool institutions themselves,which carry out educational activities under the regulation of curriculum and teacher standards,conduct self-assessment,review the hardware structure and process quality of kindergartens and raise questions,and internally drive the quality improvement of preschool education to guarantee the quality of preschool education.The study found that the quality assurance system of preschool education in the UK is characterized by a clear direction of assurance,multiple subjects of assurance,and parallel internal and external quality assurance.Thus,we hope to draw on the experience of the British preschool education quality assurance system and propose suggestions for the construction of China’s preschool education quality assurance system:improving China’s preschool education legislation,attracting stakeholders to participate in preschool education quality assurance,as well as improving the internal evaluation mechanism of preschool education institutions,and establishing a preschool education quality assurance system with Chinese characteristics while adapting to China’s national conditions.
