| Since the Nineteenth National Congress,China has been strongly supporting the development of farmers’ professional cooperatives.Especially under the background of rural revitalization strategy,industrial prosperity as one of the overall goals is placed in the first place.As a new business entity in the development of rural industry,farmers’ professional cooperatives play an important role in adjusting the agricultural industrial structure,promoting large-scale operation,increasing farmers’ income and promoting the development of modern agriculture.However,in recent years,with the rapid development of cooperatives,there has also been a trend of "hollowing-out".Such cooperatives do not operate in substance,or operate poorly to stop operation,or withdraw state funds,and do not cancel,resulting in more and more "hollowing cooperatives".Its false appearance of prosperity damages the overall image of cooperatives,reduces farmers’ confidence in the development of cooperatives,squeezes the development space for the operation of cooperatives,and increases the regulatory service cost of administrative departments.After carrying out the special clean-up of "hollowing cooperatives" in Huaiji County,it is found that there are still a large number of "hollowing cooperatives",and many cooperatives have not processed cancellation procedures to dissolve the exit.In order to regulate the development of farmers’ professional cooperatives,it is imperative to clean up "hollowing cooperatives".This paper adopts the literature research method to consult and collect the data provided by Zhaoqing Statistical Yearbook and relevant functional departments,and analyzes the status quo of farmers’ professional cooperatives and their "hollowing-out" in Huaiji County by combining the research methods of questionnaire survey and interview.The results show that the farmers’ professional cooperatives in Huaiji County have been developed rapidly and have achieved certain results.At the same time,there are also a number of "hollowing cooperatives" cooperatives with unpurified purpose,irregular form,small scale of development and low comprehensive quality of the president.Government and cooperative members are two main stakeholders in the development of farmers’ professional cooperatives,which have different interests.Members,as direct beneficiaries,wish to increase their income through the operation of cooperatives.The government,as an indirect beneficiary,achieves its social benefits and completes its superior assessment by regulating the development of cooperatives.However,in practice,cooperative society is affected by internal and external factors,resulting in "hollowing-out".Based on the cooperative theory as an important theory,combined with stakeholder theory and scale economy theory,this paper discusses the causes of cooperatives "hollowing-out" from the aspects of internal governance mechanism of cooperatives,competitiveness level of cooperatives,talent and labor resources,consciousness of members’ rights and responsibilities,as well as the evaluation system at the government level,support policy and exit mechanism of cooperatives.Finally,the cooperative level is given priority to,supplemented by the government level,respectively,from these two angles put forward countermeasures and suggestions.That is,cooperatives should improve their internal governance mechanism,enhance their competitiveness,strengthen personnel training and talent introduction,and improve the rights and responsibilities of cooperative members.The government should improve the assessment mechanism of cooperatives,optimize support policies,innovate supervision methods,and smooth exit mechanism,so as to avoid the "hollowing-out" of cooperatives.The standardized development of cooperatives is a long-term project,which needs the continuous efforts of the government and members to jointly promote. |
