my country has gradually entered an aging society since 1999.The report of the 19th National Congress of the Communist Party of China also mentioned that it is necessary to solve the problem of population aging and develop social security for the elderly.Facing the increasingly severe situation of population aging,it is an important issue that needs to be seriously considered and discussed in our era to make all the elderly rely on and support them.How to deal with the severe aging situation and how to provide all the elderly with support and support for their old age has become a major issue that must be considered and explored in today’s era.With the continuous development of similarity between one region and urban,the number of old man who’s child are not around in rural areas is gradually increasing,and many disabled and semi-disabled elderly people are more able to accept the way of home care.However,there are still many problems in rural home care.How to further improve and achieve Good operation,which has a great effect on reducing the pressure on rural pensions.This paper takes Zhangqiu District of Jinan City as an example to implement the rural home-based care service model of "mutual assistance for the poor" to solve the problem of elderly care in rural areas,and investigates three typical towns and towns in Zhangqiu District that implement "mutual assistance for the poor".Based on the theory of welfare pluralism,the theory of advantage perspective and the theory of resource integration,interviews,questionnaires and quantitative research methods are used to collect and analyze relevant data to understand the effectiveness of the "poor-poor mutual aid" rural home-based elderly care service model,the provided It further analyzes the problems faced by its long-term sustainable development,analyzes various factors that restrict its good and continuous operation,and proposes countermeasures to improve the status quo.Through research,it is found that the rural home-based elderly care service of "mutual assistance for the poor and the poor" has deficiencies in terms of funding sources,service types,helping the elderly,resource integration,and the role of social organizations.The main reasons are the lack of stable funding sources,the neglect of changes in the needs of the elderly,the lack of clear policy guidance and institutional guarantees,the lack of a platform for "mutual assistance between the poor and the poor",and the lack of incentives for social organizations and enterprises.Based on the restrictive factors of the good and continuous operation of "Poverty Mutual Aid"rural home-based care,at the end of this paper,the measures for the good operation of"Poverty Mutual Aid" rural home-based care are put forward:broaden the channels of funding sources,optimize service supply,improve the relevant policies for rural home-based care,Integrate unified resources and motivate multiple subjects to participate.
