Research On The Evaluation Of Ports In Jiangsu Province Based On The Competition And Cooperation Scenarios

Ports play an important role in accelerating the process of global integration and promoting the rapid development of international trade.With the influence of various factors,the ports in Jiangsu Province are undergoing great changes,mainly including:In order to compete for resources and expand market share,ports have increased investment in infrastructure construction.Each port is taking advantage of its own advantages to occupy different positions in the port industry of Jiangsu Province.The establishment of Jiangsu Port Group officially kicked off the cooperation of various ports.Take the ten ports planned by Jiangsu Port Group as the research object.The research period is from 2011 to 2019.Firstly,select the appropriate input and output indicators to establish the evaluation index system.Secondly,from the perspective of port self-evaluation and other evaluation,Using the traditional DEA model and cross efficiency model to study the temporal and spatial change law of ports in Jiangsu Province.Finally,due to the competition and cooperation between ports in Jiangsu Province,Calculate the game cross efficiency value under different scenarios.Comparing with the efficiency value and cross efficiency value of traditional DEA model to analyze the change law of port efficiency in Jiangsu Province.The final research results show that:Under the competitive situation,the port operation efficiency of Jiangsu Province shows two basic laws.With the increase of time,the value of game cross efficiency of each port tends to increase.In terms of spatial comparison,the efficiency gap between ports is gradually narrowing.The efficiency value of each port in the competitive scenario is directly related to the port’s own scale and operating performance.Under the cooperation scenario,taking the establishment of Jiangsu Port Group in2017 as the boundary,after ports are included in the scope of port group,the cross efficiency of cooperative game is greater than that of traditional cross efficiency,which shows that cooperation can improve the operation efficiency of port.In the process of cooperation,the specific performance and change trend of operation efficiency of different ports are different.Larger ports and ports with geographical advantages have greater weight in the alliance,and their cooperative game cross efficiency is also better,which tends to be more stable in terms of change trend.However,because the problems of their own management and operation,the cooperative game cross efficiency of some ports will fluctuate greatly.Based on the above research conclusions,show some advice for the government and port operators.For the government,actively promote the integration of resources such as port coastline,airline flights and anchorage,and gradually establish a collectivized and integrated development model.Introduce corresponding countermeasures to break administrative regional barriers.Guide ports to conduct reasonable and orderly competition,promote cooperation among ports with complementary advantages,and strengthen the coordinated development of ports in Jiangsu Province.For each port,clarify its own positioning and adjust the strategic direction,hierarchical dislocation competition and complementary advantages,Play a leading role and strengthen cooperation.
