Research On The Impact Of China’s Financial Poverty Alleviation Policy On Rural Relative Poverty

Eliminating absolute poverty does not mean the end of poverty in Chinese history.Relative poverty will exist for a long time.The Fourth Plenary Session of the Nineteenth Central Committee of the Communist Party of China formally proposed to solve the problem of relative poverty,which is a problem that China must face directly after winning the battle against poverty.In order to achieve the goal of poverty alleviation,the state has introduced a large number of poverty alleviation policies,and financial poverty alleviation policy is one of the important components.Since the reform and opening up,China ’ s financial poverty alleviation policy has been continuously improved and innovated,and financial poverty alleviation tools have been diversified,which plays an important role in promoting economic growth in rural poverty-stricken areas.Under this research background,this study is committed to solving the following problems.Can financial poverty alleviation policies effectively alleviate rural relative poverty ? How to quantify the financial poverty alleviation policy ? Do financial poverty alleviation policies have regional heterogeneity in improving relative poverty ? More importantly,what is the impact mechanism of financial poverty alleviation policies on poverty alleviation ?In order to solve the above problems,this thesis,from the perspective of theoretical exploration and empirical test mutual verification,using the combination of qualitative and quantitative methods,based on the data of China ’ s central and provincial government financial poverty alleviation policies,explores the mitigation effect of China ’ s financial poverty alleviation policies on rural relative poverty.The main research contents include :Firstly,this thesis summarizes the related concepts of financial poverty alleviation,relative poverty and financial poverty alleviation policies,and combs the research results of domestic and foreign scholars.Second,on the basis of theoretical analysis,this thesis puts forward the research hypothesis.Third,quantitative analysis of financial poverty alleviation policies.Fourthly,LDA topic model technology is used to obtain the intensity of financial poverty alleviation policy.Fifth,build a fixed effect model to test the effect of financial poverty alleviation policy on rural relative poverty alleviation.Sixthly,the transmission mechanism of financial poverty alleviation policy on rural relative poverty is tested by constructing a mediating effect model.Seventh,put forward to promote China’s financial poverty alleviation policy sustainable mitigation of relative poverty.According to the theoretical analysis and empirical test of this thesis,the following conclusions are drawn.Firstly,most types of China ’ s financial poverty alleviation policies are notifications,opinions,methods and plans.Secondly,the role of financial poverty alleviation policy tools is not balanced.The financial poverty alleviation policy is divided into five themes by using LDA theme model technology : three rural poverty alleviation,microfinance,industrial support,financial support and inclusive finance.Based on the establishment of policy theme goals,the intensity of national and provincial theme goals is further obtained.Secondly,the empirical results based on the fixed effect model show that financial poverty alleviation policies have a significant direct impact on rural poverty reduction at the national level,and the most influential of the five thematic objectives of financial poverty alleviation policies is inclusive financial thematic objectives.At the regional level,the western region has the highest impact,followed by the central region and the eastern region.Third,based on the mediating effect model,this thesis tests the existence of two mediating variables of economic growth and financial development.There is a partial mediating effect of economic growth and financial development in the impact of financial poverty alleviation policies on rural relative poverty.Based on the above research conclusions,combined with the development trend of rural relative poverty and financial poverty alleviation policies in China at the present stage,this thesis puts forward some policy suggestions such as perfecting financial poverty alleviation policies,stimulating the important role of financial poverty alleviation policies in economic growth and financial development,and giving full play to the role of financial poverty alleviation policies in promoting rural revitalization.
