| Ensuring food security and feeding China’s 1.4 billion people has always been a top priority for the Chinese government.Although the overall situation of food security in China is good,the guarantee basis of food security is fragile,and food security is in a balance state of shortage.Efficient and reasonable land transfer mode is conducive to the systematic transfer of agricultural land,large-scale agricultural operation and guarantee the effective supply of agricultural products,which is the inevitable choice to ensure national food security.On the other hand,it is also conducive to improving comprehensive agricultural production capacity,risk resistance and market competitiveness,and promoting the development of modern agriculture.The topic of this paper is from the Humanities and Social Science Research Planning Fund project of the Ministry of Education: Research on the decision-making mechanism,performance evaluation and improvement of farmland transfer behavior from the perspective of livelihood capital(Grant No.20YJAZH015),based on the project,in the process of farmland transfer,a land of "fragmentation","non-staple" wait for a phenomenon,therefore this article embarks from the goal and function of farmland transfer,combining the reality of rural development request and the target of national food security,from three aspects economic,social and ecological comprehensive evaluation index by using subjective and objective weights for each indicator of empowerment,Then,the performance and regional differences of farmland transfer in typical areas of Hubei province were evaluated,and the leading factors affecting farmland transfer performance were analyzed through the construction of obstacle degree model.The results show that the economic performance of farmland transfer is relatively high in Wuhan and Xiaogan,and the ecological performance is relatively high in Enshi,Yichang and Jingmen.Household operating income,grain yield per unit of land,grain sown area and fertilizer and pesticide application amount per unit of land became the more important factors affecting the performance of farmland transfer.Among the different transfer modes,the economic performance of land transfer under subcontracting mode is higher,while the social and ecological performance of land transfer under leasing mode is higher.In terms of economic performance,the main obstacle factor of farmland transfer is family operating income;In terms of social performance,grain yield per unit land and sown area have the most significant impact.In terms of ecological performance,the amount of chemical fertilizer and pesticide applied per unit land were the main obstacle factors.In view of the problems,reasonable suggestions are put forward to adjust the industrial structure in the economic aspect and promote the increase of farmers’ income.Social aspects to speed up the transfer of rural surplus labor force to ensure the quality of food production;The ecological aspect strengthens the farmer environmental protection consciousness,establishes the resource rational utilization reward mechanism.Under the full respect of the current land system,taking the current land legal system as the framework,improve the income of peasant household transfer,make the rural surplus labor force flow reasonably and legally,enhance the willingness of farmers to transfer out of the farmland,and realize the unification of economic benefits,social benefits and ecological benefits of farmland transfer. |
