| The market competition of manufacturing enterprises is increasingly fierce.In order to improve the industrial technological innovation ability of Chinese manufacturing industry and realize the transformation from "Large manufacturing countries" to "Manufacturing power",the R&D input of Chinese manufacturing industry continues to increase,the innovation system of manufacturing industry continues to improve,and the number of R&D personnel increase year by year.At present,there are still many deficiencies in R&D personnel in manufacturing industry.Enterprises continue to lack the reserve of R&D personnel,the high rate of R&D personnel turnover,and the performance assessment system of R&D department is not fair and complete.Manufacturing enterprises need to develop a set of performance management system suitable for R&D personnel in order to promote the steady and sustainable development of enterprises.Therefore,the content discussed in this paper has certain practical significance.This paper takes R&D personnel of manufacturing enterprises as the main research object.Under the guidance of relevant researches on the construction of performance management system in China and the West,this paper diagnoses and analyzes the current situation of performance management of enterprise R&D personnel,finds the breakthrough point that needs to be optimized in the performance management system,and then comprehensively uses various optimization methods to build a scientific,reasonable and effective performance management system.First of all,this paper briefly summarizes the research background and significance,research trends at home and abroad,research content and research methods,which provides a theoretical basis for subsequent discussion and optimization.Secondly,the status quo of R&D personnel management of enterprises in the industry is reviewed,and combined with the questionnaire survey,the status quo of R&D personnel performance management of enterprises in the industry is diagnosed,the existing problems in the performance management system are found,and the optimization direction of the overall design of performance management is found.Third,the balanced scorecard control method,objective management method and rolling planning method are comprehensively applied to complete the selection of performance evaluation indicators for R&D personnel and the determination of assessment standards for indicators.In addition,the subjective and objective weighting method combining analytic hierarchy Process and CRITIC is adopted to design the weight of each performance indicator and standardize the calculation rules of comprehensive performance score for R&D personnel.Apply the results of performance appraisal to performance pay adjustment,employee promotion and other aspects to improve the practicability and systematicness of the performance management system.Finally,the guarantee mechanism for the implementation of the performance management system should be established,which mainly includes the guarantee design in the aspects of organizational structure,performance management training,dynamic maintenance of performance management and corporate culture.Through the operation of the guarantee mechanism,the cognition of the performance management system of the R&D personnel should be improved,and the efficient operation of the performance management system within the enterprise should be promoted.The research content of this paper is helpful for the optimization of the performance management system of R&D personnel in manufacturing enterprises.This paper designs a performance indicator system with enterprise strategic objectives as the core,and uses scientific performance management methods and data processing methods to improve the fairness,objectivity and effectiveness of employee performance appraisal results,and sets up a safeguard mechanism to promote the smooth operation of the optimized performance management system for enterprise R&D personnel.This study has certain theoretical value for the performance management of R&D personnel in manufacturing enterprises.It can also provide reference for the managers of enterprises in the industry and promote the optimization and improvement of the performance management system. |
