Research On The High-Quality Development Of Xinjiang’s Manufacturing Industry Based On The Construction Of The Core Area Of The Silk Road Economic Belt

With the deepening of China’s opening up,the development of the western region,and the joint construction of the "the Belt and Road",the industry has been constantly transferred to the west.Xinjiang has also changed from a relatively closed inland to the forefront of opening up.As a result,the whole region of Xinjiang has made excellent achievements in manufacturing,and the benefits of manufacturing have improved significantly.However,since Xinjiang undertook the industrial transfer in the eastern region,it has mainly undertaken resource-based industries,especially the development of mineral resources,coal chemical industry and textile industry,which have a large proportion,which has a negative impact on the high-quality development of Xinjiang’s manufacturing industry.For a long time,Xinjiang’s manufacturing industry has been locked in the low-end position.However,with the pace of Xinjiang’s manufacturing industry participating in the global production network division of labor,its share in the national market is also steadily increasing,and the proportion of Xinjiang’s total exports in the national market is gradually increasing.Since the "core area of the Silk Road Economic Belt" was put forward,how to accelerate the technological upgrading of Xinjiang’s manufacturing industry,and then realize the optimization and upgrading of the manufacturing industry layout and the upgrading to the middle and high end in the global value chain,comprehensively improve the management and technological innovation capabilities,give full play to Xinjiang’s regional advantages,and take the construction of "one port,two regions,five centers,and port economic belt" as the starting point to fully promote the high-quality development of the core area.Promoting the high-quality development of manufacturing industry is not only an important task for the construction of the core area of the Silk Road Economic Belt,but also an important embodiment of the new development concept.This thesis firstly analyzes the current situation of manufacturing industry development in Xinjiang and the overview of high-quality development in the light of the general development trend of manufacturing industry,and then constructs the evaluation index system of high-quality development of manufacturing industry from five dimensions of innovation benefit,open development,economic benefit,green benefit and social contribution to measure and analyze the current situation of high-quality development of manufacturing industry in Xinjiang based on the overview of manufacturing industry development in Xinjiang and the new development concept.The results show that under the construction of the core zone of Silk Road Economic Belt,the high quality development level of Xinjiang manufacturing industry in 2012-2020 presents regional and industry differences.Finally,based on the measured results of the high quality development level of Xinjiang manufacturing industry,the factors affecting the high quality development of Xinjiang manufacturing industry under the construction of the Silk Road Economic Belt Core Zone are analyzed,including the theoretical elaboration and empirical analysis of the mechanism of action.The empirical results show that technological innovation,human capital and investment and financing capacity significantly contribute to the high quality development of manufacturing industry in Xinjiang,while the promotion effect of environmental regulation and government intervention is not significant.Finally,based on the empirical results,we summarize the revelations on the high-quality development of Xinjiang in the light of the development situation in Xinjiang,and propose countermeasures and suggestions to realize the high-quality development of Xinjiang manufacturing industry from the perspectives of technology,human capital,government and enterprises,so as to point out the direction for the high-quality development of Xinjiang manufacturing industry in the construction of the core zone of Silk Road Economic Belt.Under the construction of the core area of the Silk Road Economic Belt,it is necessary to improve the technological innovation and application system,open up the talent channel in the core area,increase financial support for the construction of the core area,accelerate the construction of the green core area,and provide policy guarantee for the high-quality development of Xinjiang’s manufacturing industry.
