Study On The Evaluation Of The Consolidation Effect Of Poverty Alleviation Achievements In Sichuan Liangshan Yi Minority Regions

In 2020,China ’s fight against poverty has achieved a comprehensive victory.At the National Conference on the Summary and Commendation of Poverty Alleviation,General Secretary Xi Jin Ping made it clear that post-evaluation work to consolidate the results of poverty alleviation should be organized in a timely manner.Sichuan Liangshan Yi minority regions was once the deepest poverty concentrated contiguous destitute area in Sichuan Province.As of the end of 2020,the overall regional poverty and absolute poverty in Sichuan Liangshan Yi minority regions have been completely eliminated.However,due to the influence of historical and realistic factors,its poverty alleviation foundation is still relatively weak,and it is one of the key areas in Sichuan Province to promote and consolidate the achievements of poverty alleviation.In this context,this study focuses on Sichuan Liangshan Yi minority regions,through systematically build and use a set of targeted poverty alleviation results to consolidate the effectiveness of the evaluation index system,the regional poverty alleviation county poverty alleviation results to consolidate the effectiveness of a comprehensive and classified assessment.Based on the theory of poverty vulnerability,the theory of sustainable development,the theory of participatory development and Xi’s idea of targeted poverty alleviation,this paper draws on the existing research results on poverty governance and its effectiveness evaluation,the consolidation of poverty alleviation results and the construction and application of its evaluation and evaluation index system,takes the basic situation of the consolidation of poverty alleviation results in Sichuan Liangshan Yi minority regions as a reference,takes the policy documents issued by the party committees and governments at all levels on the consolidation of poverty alleviation results as the basis,and takes the opinions of leaders,experts and scholars who are engaged in poverty alleviation and consolidating and expanding the achievements of poverty alleviation and effectively linking up with rural revitalization,an evaluation index system for the consolidation of poverty alleviation achievements in Sichuan Liangshan Yi minority regions including 6 evaluation criteria and35 specific indicators was constructed,and the weight of each specific indicator was determined by analytic hierarchy process(AHP)and entropy weight method(EWM).Through field research and interviews,the relevant index data of 13 counties(districts)in Sichuan Liangshan Yi minority regions from 2020 to 2021 were obtained,and the consolidation effect of poverty alleviation achievements in each county(district)was comprehensively evaluated and ranked by TOPSIS method.The following conclusions are drawn :(1)The overall consolidation effect of poverty alleviation achievements in Sichuan Liangshan Yi minority regions is at a medium level.(2)The consolidation of poverty alleviation achievements in Xiaoliangshan is better than that in Daliangshan.(3)There are still shortcomings in consolidating the achievements of poverty alleviation in Sichuan Liangshan Yi minority regions,and the relative shortcomings of each county(district)are different.Based on this,this study from the solid ’ two do not worry about three guarantees’ and the fundamental of drinking water safety;expand the channels of industrial employment income;policy implications are put forward from the aspects of filling the shortcomings of rural construction and governance and clarifying the ideas of consolidation,expansion and convergence.
