During the thousands of years of society, women were cut off from the politic world. But with the development of social economy and progress of human civilization, more and more women realize that they also have right to express their ideas about politics and pursue their career. In recent years, under the support of the CCP and government, there are many in the public departments. And they play a very important role in our politic territory. Although female civil servants' proportion is increasing, there are many negative factors and obstacles affect the development of female civil servants' career. Such as traditional culture?sex discrimination?the quality of female themselves and so on.At present, researches of academe on the female civil servants' career development are incomplete. Generally speaking, most of researches focused on multiple perspectives which include sociology, psychology, politics and management to analyze the career development of female civil servants. Or some researches study female civil servants' career development from environment. But in this paper, I want to find out the problems of female civil servants' career by analyzing the policies. And then provide some corresponding measures to promote female civil servants' career.This paper includes four chapters. In chapter 1, mainly introduces the background, significance, research methods of the paper. In chapter 2, mainly describes the key concepts of the career development on female civil servants, such as the meaning of career development and career development hindrance mechanism. And this part also introduces the main characteristics and main forms of female civil servants' career development hindrance mechanism. In the chapter 3, I will illustrate the formal institutional factors and informal institutional factors which hinder the career development of female civil servants. In the chapter 4, based on present situation of career development of female civil servants, then provide systematic countermeasures to solve the problems.
