Study On Method For Improving Planning Control System Of Small And Medium

The control system of planning with rationality analysis and technology control emerged some problems of not fitting to the demand of urban development. It is more and more important to research the control methods of planning which are faced to urban planning practice and suitable for the market economic developed demand with the purpose of urban development and improve the existing control system of planning .This article is majoring for the control system of planning about the medium and small-sized cities as the research objects, technical route in connection with theories and practices. Under the indication of relevant theories, the main point is to practice from the city development, and developed the relevant study in this category about the control system of planning. After summarizing the theories of urban development and modern urban plan at home and abroad, and the correlative learning research, taking the urban development and planning designs of Taishan City for example, this article analyses the defect about the system of the planning control with the target of goal oriented, dissects the action characteristic and inward mechanism of the urban development under the market economy, advocates the planning control methods for adapting to the urban development and the orientation in connection with problems and targets under the market economy, poses the thinking way and designed principle of planning design , useing the relevant ideas or techniques submits the improving way of planning control method in different facts: the mode of the urban development, the dynamic planning mode, the operation strategy of the city, public space system, the benefit setting, public policy constituting etc.This article emphasizes that planning is a politics procedure which is gradual and dynamic. The substance modality of the city is the result of benefit gambling among the main parts of benefit and between the citizen and government. The planning core is the benefit setting and adjustment. The planning control mode with the purely intention of the rationality analysis and technology control should be abandoned. This article provides the primary frame for constructing the control system of planning with intention in connection with problems and targets which is suitable for the development action of the city.This article adopt the way of subject intersection, comparison, data counted, on–the–spot investigation, information collected and analyzed, case analyzed and instance design and so on for processing the study.
