Being the most widely chosen travel mode of Chinese small and medium-sized cities residents, pedestrian and bicycle transportation is still neglected during the motor vehicle-oriented urban transportation planning, which leads to the situation that pedestrian and cyclist are facing a worsen environment for traveling. At the same time, pedestrian and bicycle transportation, which is green, low-carbon, energy-saving and environmentally-friendly, is an important part of incorporated traffic and green transportation. The development tendency of it will be efficient to accelerate urban construction and alleviate the traffic congestion. Therefore, based on the research of the constitution, characteristics, impact factors of the pedestrian and bicycle transportation in middle-sized and small cities, the purpose of this thesis is to propose a series of urban planning strategies which could guarantee the pedestrian and bicycle transportation development in small and medium-sized city and promote it to be systematic, comfort and orderly.A series of urban planning problems are figured out by the analyzing the development status of the pedestrian and bicycle transportation in the middle-sized and small cities in China. Pedestrian and bicycle transportation planning strategies fitting for the small and medium-sized cities are proposed on the strength of analyzing the constitution, characteristics, impact factors of it. There are four aspects including macro-view, middle-view, micro-view and management.In macro level: establishing well arranged pedestrian and bicycle transportation system; Well arranged pedestrian and bicycle transportation system are established by the means of discussing the mode of land use befitting pedestrian and bicycle transportation development, optimizing urban road network and road design, putting forward construction of non-motorized and pedestrian way system.In middle level: setting up functional pedestrian and bicycle priority zone; Pedestrian and bicycle priority zone is divided to different types on transportation, land use and external attraction. And by means of the analysis of the characteristics, land use and relationship between road and non-motorized and pedestrian way in the pedestrian and bicycle of different types priority zone, the pedestrian and bicycle transportation planning strategies are set up.In micro level: create green and pleasant non-motorized node; satisfy multi-attribute and multi-functional requirements by building the agreeableness and transportability of different non-motorized space.Above all,the thesis gives a structure of a policy framework meeting the pedestrian and bicycle transportation planning in system middle-sized and small cities. Based on the four aspects of system strategies,the down town in Xintai city is taken to be as an example to be conceptual planning for its pedestrian and bicycle transportation.
