On The Construction And Application Of Assessment System Of Healthy Urban Construction

Due to the severe fact of the slower growth of nationwide economy and health, how can we solve the contradiction of urbanization and urban disease? Which one should be chosen, development or health? To settle the present urban disease, the following thesis, based on the experience of global urban development, chooses the perspective of the health urban to explore how to correct the mistakes of industrialization and to avoid the mistaken Western way of first polluting and then solving or first enclosing the land and causing damage and then building up or even constructively damaging or destructively constructing. In the long run, the function and value of cities, the bases of life and economy, has been simplified; the economic function has been maximized and nature has been ignored. The idea of healthy cities emphasizes the nature of cities as providing and meeting the variety of human needs rather than an economic entity. A healthy city is not a curing condition, but a city in the process of the pursuit of health, the state of the public realizing the significance of health and improving it by the promise of the city leaders and the efforts of the city dwellers. Emphasis on longitudinal comparison of the degree of self-development health and beyond,it is a process instead of a result. The value it has tried to achieve and the path it has taken have been in extreme accordance with the strategy of sustainable development. In other words, it is a significant application of sustainable development.In China, a great number of cities have achieved significant results and experience. This thesis explores the way of city development at the beginning of urbanization, so as to encourage the advance of surroundings, society and humans in the meantime. Thus, the construction of the assessment system of healthy city construction has been the prime task, which is also the focus of this research. The assessment of healthy city construction is complicated, because the decisive factors are complicated. So the assessment is multi-disciplinary. In today’s China, the research of the assessment system of healthy city construction is in the trial stage, lacking a reasonable criteria, so that the theoretical study and the practice has been on different ways all the time. This research will try to build up the standard of the assessment system of healthy city construction from three aspects:environmental, social and public system, based on consulting the bibliography, discussing with experts and researching in the practice., later count the indicators of assessment system and judge its extent of development by using the method of analytical hierarchy process and expert consulting. After the research has been analysed, problems are found and solutions are put forward, to further indicate the direction of healthy city construction.Minhou County is taken as an example in the thesis, which is an area of undergoing the process of industrialization and urbanization right now. There have already appeared some city diseases, even if these are not severe. Therefore, it is necessary to adjust and make sure the further direction of healthy city development by designing the whole city frame. The thesis has built up the indicators of assessment system and made a reasonable assessment of the beginning stage of Minhou County. Research shows that minhou county health city construction has a good foundation conditions, but the development of the situation is not robust. In the process of promoting urban construction, social and environmental development of Minhou County both more coordination, however, the development of the public health system is incompatible with other systems. The most critical factors affect the of Minhou County Health city construction, should arouse special attention,and develop policies to adjust.The directing strategy, basic principles, overall targets, primary tasks, important projects, and steps to be taken have been put forward as well. The8main tasks include:deciding the strategy of encouraging health; encouraging economic advance; enhancing the protection of ecology and environment; enhancing the construction of infrastructure; improving the construction of sanitation system; building the healthy sites; nurturing healthy cultures and citizens; enhancing training and communication. Eight projects that need to be promoted include:giving up smoking and drinking; balanced diet; adequate exercises; psychological balance; involvement in water protection project; building healthy sites; developing circulating economy and plan of think tank. The thesis also provide the strategy of Minhou healthy city construction, that is perfect the organization; intensify government function; promote to the public; encourage extensive participation; make sure the responsibility; emphasizing the core areas; coordinating three systems.
