In the early stage of the appearance of the telecommunication technology standard, it is only the standard and regulation that people obey in their work. After the industrial revolution, especially into the knowledge economy era, due to the technical standard was nested more and more patent technology and intellectual property rights, its public goods attribute reduced gradually, and its private exclusivity enhanced. The original purpose of the intellectual property protection system was to encourage technological innovation, but it objectively caused technical standards monopoly. Monopoly means that the huge commercial interests hidden behind the technical standards. This is why in the world today the competition between the late-development countries and the early-development countries in technology is so fierce. Technology used in countries with advanced technology, represented by the technical standards has dominated the initiative. Late-development countries in technology takes the late-development poison in the research and development of technical standard and have to pay large amount of patent royalty because of the limitation of developing condition, economical strength and many bottlenecks in resource. Telecommunication industry is typical in all industries taking technical standard as the main technology forms.Based on the viewpoint of late-development countries in technology, this paper researches the effects and mechanism in different stages in the technical standard life circle of telecommunication industry. Through the definition of core concepts in standard, technical standard and telecommunication standard, this research concludes the characteristics of technical standard including network effect, path dependence, non-rivalness, exclusiveness and monopoly, and compiles and summarized the theories of technical standard. The above study has established a theoretical foundation for this paper.On the analysis of the evolutionary game theory and its applicability, this paper uses the related mathematics principle to deduce the nature of the evolutionary stable strategy; and through the evolutionary game matrix model to obtain the Nash equilibrium of corresponding technological progress strategy from the early-development countries and the late-development countries. This paper verified the necessity of choosing the strategy of technical standard independent innovation of late-development countries in technology by government regulation through the analysis of the cost and profit between multi-generation technical standard and independent innovation, and concludes the countermeasures. The paper simulated the control system model by constructing the government regulation model of technical standard selection. The technical evolution is controlled by two powers. One power is from the market of technical standard in the form of technology diffusion. Another is the selection power of technical standard with the feature of technology selection. The evolution of telecommunication technical standard and thermodynamics of market diffusion is sorted in the same frame for research. The regulation model of telecommunication technical standard is classified. The boundary conditions of the system model are classified into three types and simulated. The initial condition and boundary condition are set in the descriptive model. Divariant inspection was made in the part of data analysis. The descriptive model is sorted into three types according to the characteristics values of boundary condition. Those models are simulated separately. The effect of promotion and motivation of relative regulation policies about the technical standard selection is verified and it will be more obvious under certain control policies.The Bass model should be optimized based on the analysis of this model itself and the applicability together with limitation when it is applied in the analysis of telecommunication technical standard diffusion. The assumption of stable market potential is changed by introducing the influencing factors of government regulation. The author constructed the model of telecommunication technical standard diffusion under the regulation of government. Through the empirical analysis of CDMA technical standard diffusion in Korea and economic test together with statistic test, the author that regulation model is better than Bass model. This verifies that the act of government affects the market potential of technical standard during the diffusion process. Relative suggestions and countermeasures are put forward based on the above study.
