| Chongqing city is the only municipality in southeast china, taking large rural and mountainous area into big city with special soc-economic characterstics; it is very difficult for us to get quadrupling the per capita income of farmers and building well-off society. So, this paper try to look for the mechanism of farmer’s increasing returns in Chongqing rural area systematically, which provide support for government’s policies.This paper has eight parets. The first chapter introduces study background, purpose and meanings, methods and ideas, it focuses on combing the relevant literature theory and practice, then determines framework of the paper based on these. The second chapter includes increasing returns theory, human resource theory and government economic function theory. The third chapter focuses on current situation of Chongqing farmers’ income, and by comparative analysis to find basic characterstic of farmers’ increasing income, and then to find out factors. The fourth chapter is to introduce the policy support and protection measure by foreign government in farmer’s increasing income. The fifth chapter analyzes the realztionship between the farmer’s income and human resource, then using the statistical data of Chongqing farmer’s income to take quantitative analysis, in order to find out effective measure. The sixth chapter mainly analyzes the realationship between the agriculture modernization ang farmer’s increasing incomes, and then gives some policy to promote agriculture modernization process. The seventh chapter focuses on the realationship between the rural economic development and Chongqing farmer’s increasing incomes. So, this part try to find mechanism of Chongqing farmer’s increasing incomes from the development of township enterprises and rural urbanization, it provides policy and measures to promote fastly development of Chongqing rural economiy. The eighth chapter is the conclusion of this paper.
