China is a traditional agricultural country, agricultural modernization issue has always been an important issue in the modernization process. After more than30years of effort, China’s agriculture and rural economy society has acquired remarkable achievements but still faces many problems and challenges. In2001China joined in the WTO, domestic agriculture and international agriculture turned into direct competition pattern and Chinese agriculture will be faced with the challenge of the world. Both opportunities and challenges existed, the new rural construction and "cancellation of agricultural tax" in2006marked that the our country went into the coordinated development phase which are the "industry nurturing agriculture","city leads rural", were the "agriculture supports industry, rural support city".At the same time, the construction of modern agriculture" in2007marked that the our country has entered the orbit of agricultural modernization, agricultural modernization increasingly on schedule. However in our special national condition and the historical background, the industrialization and urbanization developed rapidly. The level of industrialization has reached quite high, the development of urbanization development is still rapid. But at present the level of our country agricultural development1is low, and there are some serious problems in many aspects such as "three agriculture problems" seriously hampering China’s agricultural modernization process. Various situation highlights that the development of China’s industrialization, urbanization and agricultural modernization are inharmonious.To solve these problems the central puts forward major task "in the industrialization and urbanization in-depth development of synchronous advancing agricultural modernization"Reforming and opening thirty years, the process of industrialization and urbanization process in chongqing is smooth, industrialization and urbanization has reached a higher level, but the development of traditional agriculture is still in backward stage, In August2010, Chongqing began to start reform the house hold registration system, striving for that the city’s census register population urbanization rate reached more than60%in2020. Mass transferation of rural population, where are the rural and agriculture going? Accomplishing agricultural modernization will be the only access.Chongqing is an important part of the Yangtze river and the western China’s economic center, which undertakes responsibilities for constructing the central to the overall urban and rural comprehensive reform pilot area and take the lead in the western region to realize the comprehensive construction well-off society goal of important mission. At the same time, Chongqing has the characteristics of big cities with large rural co-exist, and it is a microcosm of China’s national conditions. Taking Chongqing as the research object, studying how to reach the synchronized advancement in the process of promoting agricultural modernization, realizing the coordinated development of workers and peasants, urban and rural development as a whole are great significance.This article is divided into six parts:The first part, elaborating the concept and related theory mentioned in this article to continue to study for the rest of the article to provide theoretical support.The second part, study the advanced countries agricultural modernization using the materialist dialectics from personality to generality. Summarize the general rule of the overseas developed country to realize agricultural modernization and realize of three synchronous propulsion, providing the reference for our country.The third part, studying the agricultural modernization in our country (mainly in agricultural organization system), and clearing up agricultural modernization in our country faced with challenges and problem, further analysis of chongqing municipality directly under the central government with Chinese characteristics, through qualitative quantitative analysis, through three synchronous propulsion mechanism analysis, combined with the current policy, based on "three synchronous development" Angle of the necessity of the realization of agricultural modernization.。 The fourth part, on the basis of qualitative quantitative analysis to the chongqing agricultural modernization, industrialization and urbanization for the empirical analysis, establish the VAR model, cointegration test and granger causality test, to further analyze the status quo of chongqing "three synchronous development".The fifth part, on the basis of front research, putting forward suggestions to realize agricultural modernization from the inside:"three agriculture problems" and outside:the perspective of "three synchronous development"The sixth part, summarize the basic conclusions and deficiencies in the study.In this paper, the basic conclusions include4parts:(1) The road of agricultural modernization in the developed countries shows that the mode of agricultural modernization is based on its national conditions, respecting the national conditions, rooted in the country’s real condition. We should choose the path of agricultural modernization with Chinese characteristics.(2) Based on the idea of dialectics, we can see the "three synchronous development" process in the developed countries, which shows that:"Three synchronous development" is an economic and social development of the whole, which agricultural modernization, industrialization, and agricultural modernization are part of.(3) Whether starting from the historical process, or from the reality conditions, Chongqing agriculture made some achievements, but is still in slowly developing,at the some times that Chongqing agricultural modernization faces many difficulties. In agricultural modernization to reverse confined to agriculture internal inertial thinking to solve the problem of agricultural modernization, established on the basis of the "three synchronous development", the concept of agricultural modernization realization.(4) Through quantitative analysis and empirical analysis, the result shows that the gap between the workers and peasants and between rural and urban areas in Chongqing is great, agricultural modernization, industrialization and urbanization in Chongqing did not form the benign interaction cycle of "three synchronous development".In Chongqing on background of reforming the house hold registration system and under the historic task of the coordinated development of workers and peasants, of urban and rural,, we should accomplish Chongqing agriculture modernization based on the perspective of "three synchronous development".
