Performance Evaluation Of Poverty Alleviation Project On The Perspective Of Targeting

Since the reform and opening, our country constantly promotes the poverty alleviation and development and has made remarkable achievements. But with the development of society and economy, the deep contradictions which restrict the development of the poor areas of poverty appeared continuously. It’s made the poverty alleviation and development in China facing unprecedented test and challenge. In this context, as unclear poor base number and unknown poverty condition with the lack of scientific mechanism of targeting seriously hindered the accurate use of resources for poverty alleviation and poverty reduction effect performance. In view of this, our country strive to achieve accurate identification of the poor and full support for the poor areas of rural poverty population, by improving strategy and implement precise policy for poverty alleviation, active explore the poor recognition mechanism and greatly improve the pertinence and effectiveness of poverty reduction policy. Under the new poverty situation and the background of targeted alleviation, the problem of how to innovate the thinking of ion performance evaluation for poverty alleviation to adapt to the present situation, how to realize accurate performance evaluation and excavate the deep reasons of the obstacles to performance improvement by estabiishing an effective evaluation system, how to innovate poverty alleviation project work mechanism and improve the precise performance of poverty alleviation project, need to study and solve.The paper based on the perspective of targeted poverty alleviation, taking the poverty alleviation and development project performance evaluation as the research object, has been clear about the key to project performance evaluation in the new period of the poverty alleviation and development by the methods of model analysis and system analysis. Then the paper build the improved system of performance evaluation of poverty alleviation project, to adapt to the change of poverty alleviation projects, poverty alleviation and subjects to the project each link in new background.The main research results include:(1) based on the theory of economics, management and administrative ecology, this paper build the research framework of performance evaluation under the background of targeted poverty alleviation. Then the paper treats poverty alleviation project as an organism containing two sub-systems of the performance and evaluation, which are connected through effective data transfer and information feedback, and artificial management activity between them. And targeting of poverty alleviation, allocation of resources, poverty alleviation leading the participation of beneficiaries, effective supervision and management system for poverty alleviation and other key factors associated with each other, work together to effect on performance of poverty reduction project, and the performance evaluation of poverty alleviation project should focus on the key factors.(2) Based on summing up and reference in results of res existing assessment process and thinking the paper find poverty alleviation project performance evaluation system should be able to reflect the evaluation precision of poverty alleviation projects, and implement the effective use of creates file tent card data under the background of targeted poverty alleviation. Assessment processes need to increase the necessary data application and the design of the monitoring collection parts, in favor of the performance evaluation feedback and the formation of information system for poverty alleviation.(3) On the perspective for poverty alleviation, evaluation index method combining with the operational research method, econometric model method is suitable for the evaluation of poverty alleviation project comprehensive performance and targeting performance.(4) Based on the experience in the selection and the method of factor analysis, the paper build the index system of poverty alleviation project performance evaluation what mainly revolves around poverty alleviation precise performance, including the aim, funding for poverty alleviation and using, poverty alleviation project management, poverty alleviation,etc..(5) By demonstration assessment case of Gansu and comprehensive assessment case of Sichuan, the paper found the problem of inaccuracy of poor object targeting in poverty alleviation project and lack of innovation in poverty alleviation funds using and project management. At the same time, verified the feasibility of performance evaluation system of poverty alleviation project.(6) Actual operation and mechanism supporting for poverty alleviation is still not perfect, should be improved in aspects of forming performance of the dynamic monitoring and evaluation mechanism for poverty alleviation, establishing professional performance evaluation mechanism, etc. under the guidance of precision poverty alleviation policy, and provide support for poverty alleviation work.
