Real estate is the leading industry for most part of other industries in Taiwan. Developing real estate project will bring a lot of extensive industry such as cement, wood, iron and steel design, construct, decorate marketing, insurance and bank loading etc. The sustainable operation of real estate industry is strived by every government in the world. The goal of government real estate policy includes (1) Promoting the prosperous of Taoyuan county real estate,(2) Lowing vacancy rate,(3) Improve the owned housing rate and (4) Adjusting house price to reasonable price. But some goal is complex for each other and the government operation policy possesses the feature of time delivery. So, it is an important work to evaluate and select suitable policy for approaching the requirement of future.This research develops suitable evaluating the performance of Taoyuan county real estate operation cause-and-effect diagram and system dymanics model. In order to justify the usefulness of proposed method, this study simulates the nine policies about the performance of Taoyuan county real estate operation policy by the tool of system dymanics. We found that lower the rate of bank loading, increase the tax of land appreciation, building the house of national residential and increasing the commuting subsidization is usefulness for real estate sustainable development. In order to justify the synergy of composite policy, this research simulates and acquires the performance of each composite policy under different real estate policy goal. The suitable real estate composite policy is that,(1) Promoting the prosperous of Taoyuan county real estate is dealt by lowering the rate of bank load and increasing the commuting subsidization.(2) Lowing vacancy rate is dealt by increasing the commuting subsidization and lowering the rate of bank load.(3) Improve the owned housing rate and is dealt by increasing increment tax on land value and lowering the rate of bank load.(4) Adjusting house price to reasonable price is dealt by lowering the rate of bank load and increasing the public house.Lowering the rate of bank load is the most frequency occurrence in the suitable composite policy and suitable single policy under different real estate policy goal. So, lowering the rate of bank load is also the policy which is most used for executing and researching. This research also uses intersection method and analytic hierarchy process to develop Taoyuan county real estate industry operation policy performance evaluation model. According to experiment result, the policy which is selected by system dymanics model is the same as the policy which is selected by different kind of multi criteria decision making method under the special policy goal. So, the system dymanics model which is developed by this research can choose the same policy by expert group.
