Optimal Industrial Layout In Eco-City

Since the Industrial Revolution, the wave of urbanization throughout the world has significantly boomed the economic society and promoted the living standard of human being. It has played as a vital role in diverse social and economic forms and fast development of the nations. During this process, however, there has accompanied by natural resources exhausting, speeding pollution of environment and great damage to the ecology. While our humans are enjoying the convenience and comfort of urbanized life, we are also facing with the increasingly severe crisis of urban ecology. Under the situation, a new concept aiming at the harmonious relationship between people and city as well as people and nature is now gradually becoming the mature choice of urban development at home and abroad. It is named as’Eco-city’. China is one of the developing countries with the most speeding urbanization process, which is consequently facing with the severe challenges of urban ecology and environment. As a result, it is the inevitable choice for this country to step out the way of’new-type urbanization’to promote ecological urban development. As the objective reflection of urban economy levels, industrial development is a fundamental symbol of city scale and its economic standard. Among the process of eco-city construction, it is crucial to lay emphasis on optimizing the industrial layout and adjusting the industrial structure to cooperate the economic growth with ecological environment protection.Mainly in accordance with the principles of theory directing practice, this research is on the basis of actual requirements of ecological civilization, new-type urbanization and new-type industrialization. The thesis systematically reviewed the theories and practices of eco-city construction and industrial layout optimization at home and abroad. Based on the explanation of questions about optimal industry arrangement in eco-city, the paper proposed the theoretical framework of industrial layout optimization in eco-city. By investigating the relationship between eco-city construction and industrial layout optimization, the research analyzed the effecting factors of industrial layout optimization in eco-city, raised the goals and principles of industrial layout optimization in eco-city, and explored its realizing patterns and paths. By theoretical analysis forementioned, the thesis took Gongqingcheng as an example to give an empirical analysis. The ecological-economic coordination degree in Gongqingcheng and the regional ecological service value (ESV) was calculated and assessed, and the schemes and measurements of industrial layout optimization in ecological Gongqingcheng were proposed.The thesis contained eight chapters. The first chapter was the introduction, which stated the research background, the purpose and the significance in detail, summarized the advances in eco-city and industrial layout optimization, and introduced the routes, methods and contents of the study. Chapter 2 analyzed the theoretical basis of optimal industrial layout in eco-city, and explained the theoretical and methodological supporting foundation of sustainable development, ecological civilization, ecological economy and industrial spatial theory. The third and fourth chapter mainly explored the functions and effects of industry development to eco-city construction. This part analyzed the influencing factors of optimal industrial layout in eco-city, and discussed the optimal goals, principles, methods and modes. Then, the next chapter analyzed the situation and the problems of industrial layout in Gongqingcheng, as well as the developing opportunities challenges. Based on the research forementioned, Chapter 6 constructed the ecological-economic coordination model of Gongqingcheng and evaluated the level. By discussing its land-use and land-use planning, the spatial variations of ecological service values in Gongqingcheng were compared. The following Chapter 7 proposed the aims and schemes of optimal industrial layout in Gongqingcheng and pointed out the supporting systems and guarantee measurements of optimal industrial layout. The last chapter summed up the research.The main research findings of this paper are showed as follows:(1) Consisting of the sustainable development theory, the ecological civilization theory, the ecological economy theory and the industrial space theory, the theory of the industrial layout optimization of the ecological city includes three-leveled factors:macro factors, meso factors and micro factors. The macro factors involve resources, environment, social economy, the meso factors for producing input, market and infrastructure, transportation network etc., the micro factors for life cycle, life stage, industrial relevance, industrial agglomeration, industrial innovation and industrial performance etc.(2) The industrial layout optimization of the ecological city is designed to be beneficial to economic industrialization and industrial ecologization. It includes the urban layout optimization, the industry park layout optimization and the factory layout optimization. At different urban development stages, the growth-pole mode, the point-axis mode and the network mode can be studied to arrange industrial layout.(3) The industrial layout optimization of Komsomolsk (?) enjoys unique red politics, location, transportation, ecological environment, resources supply, policy and talent support. However, this mode suffers weak industrial foundation, onerous city construction, fierce regional competition and other adverse conditions.(4) Based on the coordination degree analysis of the ecological economy, the ecological economy system of Komsomolsk is experiecing the conflict between ecological environment and economic development and has not striken a balance, which therefore should be stressed.(5) Due to the spatio-temporal characteristics of the ecological value of Komsomolsk, this mode is possibly suitable to develop ecological agriculture in Jinhu and the southern Jiangyi, build northern Jiangyi as industrial core area, promote ecological tourism and modem service industry in Chashan Street and eastern Jiangyi and facilitate de-industrialization(?) in Ganlu.(6) To coordinate ecological environment and economy and improve ecological service function,. this report proposes the industrial layout:"two belts, three regions and four blocks", including the high technology and modern manufacturing industry combination, the textile, clothes and commerce combination, the meeting, exhibition and tourism combination and the education and cultural creativity combination.
