Research On Comprehensive Regionalization Of Mineral Resources In Gansu Province

With national strategic target, ecological environment protection must be placed in a more prominent position in the mineral resources management and mining development. How to ensure the security strategy and the implementation of the overall requirements of the construction of ecological civilization, is the difficult and current focus of the work of land and resources management, but also a hot spot for the relevant scholars. Mineral resources planning as an important platform and starting point for implementation of resource protection and development mode of mining industry transformation and ecological protection, playing a major role in the protection of sustainable development of mineral resources supply, saving and comprehensive utilization of mineral resources and protection of geological ecological environment. Mineral resources has a "resource" and "ecological" dual attributes, its development and deployment must follow the natural and economic laws, consideration of economic, industrial, ecological and environmental elements and need to comprehensive regionalization of mineral resources, and guide the rational distribution of mineral resources, to establish a management system. So, a new round of mineral resources planning requirements to carry out the mineral resources regionalization research of mineral resource base, development conditions and ecological constraints, regional development needs various factors together, and with comprehensive regionalization results based, co-ordination of regional mineral resources exploration, exploitation, utilization and protection, clear mining development direction, control of resources exploration focusing on the development and timing, promoting the optimal allocation of resources.At present our country did not carry out the true meaning of mineral resources comprehensive regionalization research work. Therefore, mineral resources comprehensive regionalization is division of mineral resources, mineral resources planning and resource management disciplines, a new research direction, is of pioneering significance. In this paper, the theory and method of mineral resources comprehensive regionalization as the basic research objectives, to carry out the comprehensive regionalization of mineral resources, the theory and method of system research, and Gansu Province, as an example of mineral resources for verification. The results can provide theoretical and empirical support for the exploration and development of regional mineral resources and the spatial regulation of protection and differentiation. The results of this paper are as follows:One is the regionalization and comprehensive regionalization and mineral resources regionalization theory for review, established mineral comprehensive regionalization of the concept and connotation, analysis of mineral resources regionalization theory, clear mineral resources comprehensive regionalization principle and three major tasks, the initial establishment of mineral resources comprehensive regionalization theory framework, including the construction of macro level grade I Division, the meso level of class II division and micro level III Division of mineral resources regionalization hierarchy.Second is to carry out mineral resources regionalization II region division of the study area, through the analysis of the influencing factors of mineral resources regionalization construct index system of class II division and discriminant model, and carry out mineral resources regionalization method to study the classification of class II division of mineral resources regionalization based on principal component clustering method and BP neural network and SOFM neural network, two kinds of three classification method is proposed. Mineral resources in Gansu Province as an example, the county as the basic unit for the division and for mineral resources in Gansu Province class II division of empirical research, for class II division of index system and classification methods of verification, the formation of mineral resources in Gansu Province class II division.The three is to put forward the plan of comprehensive regionalization of mineral resources in Gansu Province, and to carry out specific division of grade I and grade II division, and put forward specific management policy recommendations for each category. In addition, the future research direction and development of mineral resources comprehensive regionalization are prospected.The characteristics and innovations of this paper are as follows:One is according to the study of the mineral resources comprehensive regionalization of theoretical issues the urgent problem, first concept of mineral resources regionalization were defined, the initial establishment of mineral resources regionalization theory framework, construct the mineral resource comprehensive zoning system, to promote the mineral resources regionalization theory and method of system development and pioneering significance. Second is to build the evaluation index system of mineral resources comprehensive regionalization of class â…¡ division, resource conditions, development, ecological conditions and economic development includes four criteria layer,12 indexes,23 basic indicators and construct the discrimination model for class II division. Three, through the empirical research, the index system and method of mineral resources comprehensive regionalization are verified, and proposed the plan of mineral resources comprehensive regionalization in Gansu Province, and the policy suggestions of differentiated space management. The results for "classification, classification, partition "management of mineral resources, and also provide a theoretical basis for the planning of mineral resources in Gansu province.
