Based on the theory and methodology of Business Process Reengineering, this thesis raised a new framework and method of e-government process reengineering, and also made some contribution on the research of performance evaluation of e-government. This system provided an example and can be implied in practice of e-government process reengineering management system in district-level government.This paper started from the theory of e-government. According to the characteristics of e-government and practical experience, this paper implied the theory of Business Process Reengineering in daily government and studied the implementation of this theory. E-government which concentrates on public services became a tendency of government management and working pattern in many developed counties with the development of internet technology. The process reengineering of e-government also became a big challenge to traditional governmental bureaucracy. It is believed a new governmental system based on information technology and internet. This thesis designed a performance evaluation system implied on district-level government, including analysis of old process, design of new process, process implementation, performance evaluation of new process.Performance evaluation is the core of process reengineering and is also the main focus of this paper. After the analysis of theoretical aspect and methodological aspect of performance evaluation of e-government, this thesis concluded the current researches from the principle of performance evaluation, index system and grading method, and constructs a new performance evolution framework of e-government BPR on district-level government. This system contains two main parts:evaluation dimension and evaluation content. Evaluation dimension contains single process evaluation, sector routine process evaluation, annually process evaluation, and government target process evaluation. (a) As to a specified single process of e-government, it can be evaluated from following: process design, process progress, process feedback, and process evaluation. (b) As to a specified sector routine process, it can be evaluated from following: process compilation, process decomposition, process implementation, and process evaluation. (c) As to a specified annually process, it can also be evaluated from following: process compilation, process decomposition, process implementation, and process evaluation. (d) As to government target process evaluation, it can be evaluated from the aspect of administration according to law.Performance of e-government Business Process Reengineering can be evaluated from two contents:the completion of designed target and the efficiency of process implementation. (a) Process is the main principle of Business Process Reengineering theory, and the target of government Business Process Reengineering is daily routine affairs rather than specified institution or sector. So the evaluation of e-government after BPR should focus on the completion of designed target rather than others. (b) Process optimization basing on efficiency is the core of Business Process Reengineering. The efficiency can be measured from the running timing of routine process and the length of waiting queuing.After the theory construction of e-government BPR performance evaluation, this thesis designed a management and evaluation system of e-government BPR which can be directly implied on district-level government and can be improved in practice. This system is designed according to the theory of BPR and e-government evaluation, and focusing on inter routine process of district government. Using computer technology and internet technology, the new system aims to improve the working framework and to normalize working process. The whole system is based on working implementation and working process, and focusing on the comprehensive, timeliness accuracy, and transparency of targets. This is a new system which can be generalized on district-level government in the future. The new performance evaluation system contains six modules:working process management module, performance evaluation module, changing management module, interactive feedback module and system management module. Finally, a practical example of performance evaluation on district-level government was given at the end of this paper to test the new system.The main contributions of this paper are follows. (a)This paper redesigned the process of e-government, described a new method of e-government process reengineering. This is a new framework of e-government performance evaluation. (b)This paper constructed a new three-level e-government performance evaluation system based on theory of Business Process Reengineering. Making work process the mainline, monitoring the outcomes of every stage, analyzing the data of process implementation, this is believed a significant system for e-government performance evaluation. (c)This paper contributed not only to the theory, but also to the practice of district-level government. A new e-government process reengineering system and a new performance evaluation system is designed. The outcome of this new performance evaluation system proved it an effective system. And it is very useful for the further development of e-govemment performance evaluation on grassroots governments.
