This thesis mainly concerns with the two core issues of the Russia-U.S. relations in the post-Soviet Union era. One is about the disputes and cooperation between the two powers in the field of nuclear disarmament and non-proliferation. Another is about the diplomatic conflicts of the two sides in the field of the European security arrangement. The discussion covers the period that is from January 1992 to March 1999.There are 10 chapters in this paper. The discussion refers to the following aspects: the negotiation of nuclear disarmament around START II between Russia and the United States; the non-proliferation cooperation in CIS between the two countries: the diplomatic conflicts of the two sides around the "Partnership for Peace Program'' of NATO; the disputes upon the east-expansion of NATO; the domestic discussion within Russia and the U.S. about the issue of the east-expansion of NATO; the disputes and cooperation around the crisis of Bosnia and Herzegovina(1992-1995), etc. The author tries to touch the depth of the core issues in this paper through a multi-disciplinary approach.In the chapter of the Russia-U.S. nuclear disarmament negotiation, the paper reviewes the nuclear disarmament history between the Soviet and the U.S. in the cold war era, covers the external and internal context of the signing of START II in January 1993, analyzes the military-technological reasons and the domestic considerations that have led the Duma and the Russian army to oppose the approval of the treaty, and predicts the prospect of the issue.The top issue of the nuclear disarmament cooperation between Russia and the U.S. is to eliminate the danger of proliferation of the Soviet nuclear weapons and technologies in CIS. In the related chapter, the paper gives a complete introduction to the specific quantity of the strategic and tactic nuclear weapons in each country of CIS at the point of the collapse of the Soviet Union. It goes to the details of the diplomatic activities about the implementation of LISBON AGREEMENT (signed in May 1992, among Russia, the U.S.A.. Ukraine, Belarus and Khasakstan). It also gives a special concern to the issue of handling the tactical nuclear missiles with a range less than 500km, which were originally owned by the former Soviet Union and the U.S.A.In the chapter about the Russia-U.S. cooperation on the non-proliferation of nuclear materials and technologies and on the nuclear security, the paper illustrates the U.S. nuclear security policy towards Russia and other CIS countries. It analyzes the role of the "Nunn-Lugar Program" which is an American bill named after the two U.S. senators. It also concerns with what the U.S. side has done to prevent the dispersion of the Russian and Ukrainian nuclear technicians and to assure the security of the large nuclear apparatus in Russia.In the chapter about the "Partnership for Peace Program" of NATO and the east-expansion of NATO, the paper analyzes the American strategy towards Europe and the related policies in the post cold war era. It also concerns with the evolution of the Russian policy towards the east-expansion of NATO and how Russia resists the American pressure through diplomatic channel and the internal reasons behind Russia's behaviors.In the chapter about the domestic politics related with the east-expansion of NATO within Russia and the U.S., the paper illustrates the main opinions of the various parties in both countries. It will help to understand the domestic background of policies towards the east-expansion of NATO in the two countries.The paper takes the crisis of Bosnia and Herzegovina(1992-1995) as a case, to further study the initial cooperation and the accumulating process of conflicts between Russia and the U.S. about the European security arrangements. It gives a special concern to the evolution of the Russian policy towards the crisis of Bosnia and Herzegovina, and illustrates the rethinking thread of Russian government on its own foreign policies and the reasons that has caused the deterioration of Russia-U.S. r...
