During the process of technological innovation,knowledge and technology is developed and produced. The outcomes of technological innovation become external and public goods. This incurs "market failure". Thus,the market-driven technological innovation is not the best one. On the other hand,because government support for technological innovation is not a market force,it is possible for "government failure". Thus,the critical issue for playing the role of government is how to avoid "market failure" and at the same time prevent "government failure". This dissertation analyzes the nature of technological innovation,the new features of current technological innovation,and the obstacles of technological innovation in Chinese enterprises. The findings of its empirical study suggest the important role of government for technological innovation in Chinese enterprises. Based on relevant theories and the new features of the role of government in enterprise technological innovation,it suggests that our government is playing a problematic role in enterprise technological innovation and it is necessary to change the role of government.Using the linear model and the diffusion communication model of technological innovation as theoretical bases,this dissertation emphasizes two important roles of government for enterprise technological innovation. The first role is to support the R&D of investors during pre-competition. The process of R&D for technological innovation is the stage of development of knowledge and technology. To support the R&D during pre-competition is common for western government,and allowed by WTO regulations. The second role of government is to provide information and services to induce the diffuse technological innovation,then implement the social and economic benefits of technological innovation. During the economic transition,the support of our government for enterprise technological innovation should focus on technology improvement and technology importation. However,it is not an common measure in the world,does not meet the requirement of current economic development,and influences the efforts of enterprise technological innovation. Thus,it is time to adjust the role of government for enterprise technological innovation. To shift the focus from supporting technology improvement and importation to the R&D of investors during pre-competition is required for changing the economic role of government and also expected by our enterprises. The change of the role of government,to some extent,could improve the innovation capability of enterprises,provide funds for innovation,and move the obstacles of the supply of domestic technology for enterprise technological innovation. It suggests that government should provide direct support for investors,use standards based on the features of technological innovation instead of the features of enterprises,and induce competition among investors. These measures not only avoid "market failure",but also ensure the justice and effectiveness of government support,then prevent "government failure". In addition,theses measures could induce enterprises to combine the actions and diffusion of technological innovation,and balance the short-term and the long-term benefits of enterprises.
