Research On The Behavior Of Luzhou Municipal People's Government In The Process Of Industrial Enterprise Technological Innovation

Along with the advancement of a new round of industrial transition and technological revolution,innovation,known as a symbol of core competitiveness,is actually a new arena of competition among various countries and regions.Technological innovation is known as a critical means to accelerate industrial enterprises and enhance competitiveness.Governments across the globe play a vital role in promoting the technological innovation within the industrial enterprises.Technology innovation provides inexhaustible impetus to the industrial development,and speeds up the industrial upgrading and transition,as well as the economic and social development.China has successfully set up examples for technology innovation,such as Zhongguan Village in Beijing Municipality and Miangyang City in Sichuan Province which is known as a city of science and technology.Those examples are closely intertwined with the government behaviors.However,since governments take different behaviors in this process,there is a great disparity in technology industries in China,and the functions of government in this aspect have not been fully unleashed.It requires our urgent efforts to explore how can effective policies and services be employed to make the industrial enterprises embark on the road of sustainable development through technology innovation and meet the need forhigh-quality development.The essay has firstly elaborated the following concepts: industrial enterprises,technological innovation,government behaviors,service-oriented government and innovation-driven country.Then,it analyzes the current role of the local government in promoting technology innovation of industrial enterprises by means of document and data inquiry and questionnaires.The following step is to analyze the shortcomings of the government in providing supportive policies,capital investment,platforms,talents and services.It has been noticed that there is a deviation of positions as service-oriented,innovation driven governments,such as insufficient attention on innovation and services,inadequate policy system for innovation,shortage of investment and talents in innovation,slow-moving platforms and lack of services.The author has summarized and categorized the government behaviors in various countries and cities,such as the United States,Japan,Banglore in India,and Shanghai,Chengdu and Mianyang in China.It has been concluded that governments have critical role in advancing technology innovation.We need to strike a balance between governments and market in the aspects.Enterprises are encouraged to promote their own technology innovation through the strategy of independent innovation.Finally,on the basis of the innovation-driven and service-oriented government,as well as the advanced experience from home and abroad,the author puts forward corresponding solutions and suggestions.With respect to promoting technology innovations,the governments should take a clear position,formulate a scientific andcomprehensive policy system,raise the resource input and fully recognize that platforms are strong vectors.More talents should be deployed to meet the demand in innovation.Guarantee mechanism for technology innovation should be further improved to ensure policy implementation.
