On the basis of Management Science, New Economic Geography, New Economic Sociology, Regional Economics, Innovative Economics and Industrial Economics, this thesis systematically analyzes the relevancy between industrial clusters and economic development. It constructs a tentative frame of theories and policies of industrial clusters. It analyzes industrial clusters' mechanism and policies mainly form the angle of technical innovation, organizational innovation and social capital. The research outspreads as follows.1. Industrial clusters and economic developmentIt probes into the definition, characteristics and classification of industrial clusters. It builds up a tentative frame to analyze industrial clusters based on production network, knowledge network and social network. On the basis of reviewing explanation of economic development by Economic Growth Theories, Welfare Economics, Sustainable Development Theories and New Institution Economics, it proposes a new angle to explain economic development with industrial clusters. It holds that knowledge capital, organizational capital and social capital based on industrial clusters are new endogenous factors of economic development. Industrial clusters' specialization division leads to increasing returns, external scale economies and scope economies, and accelerates economic development.2. Industrial clusters and technical innovationIt analyzes industrial clusters' knowledge characters as well as knowledge management. On the basis of corporate competence theories, it probes into knowledge-based industrial cluster competence as well as influential factors. After reviewing technical innovation theories, it analyzes limitations of regional innovative system and national innovative system. It puts forward that industrial clusters' innovative system is a spatial innovative system surmounting geographical limits.3.Industrial clusters and organizational innovation as well as its governanceAs a form of organizational innovation, industrial cluster is a remedy for enterprise and market failure. In reality, it is a mixture of production network, knowledge network and social network. By minimizing transactional costs, industrial clusters make it possible to optimize resource allocation and synergize economic activities. From the angle of network, it analyzes factors affecting industrial clusters' competitiveness. It suggests innovating governance structure on the basis of industrial clusters. It holds that value chain governancehas its stress on external governance of industrial clusters while network governance is focused on internal governance. On the basis of co-operation and mutual benefits - the foundation of industrial cluster structure, it composes the operational logic of network governance and preliminarily analyzes failure of network governance.4. Industrial clusters and social capitalFrom the angle of social capital, it discusses formation and evolution of industrial clusters. It constructs the valuing model of social capital in industrial clusters. In addition, it analyzes affections on social capital resulting from social background, organizational number, relationship intensity, information asymmetry, time dimensionality and space dimensionality.5. Industrial clusters and governmental policiesIt analyzes backgrounds and characters of policies regarding industrial clusters. It probes into governmental role in implementing policies regarding industrial clusters and proposes the principles of designing all-round industrial clusters. It also analyzes practices and limitations of industrial cluster policies both abroad and at home.6 .Empirical analysisIt applies the analysis frame mentioned above in analyzing Finnish ICT industrial cluster and IT industrial cluster in Dongguan, Guangdong Province.The research leads to conclusion as follows.
