Under the guidance of the subject theories such as human resource, human capital, organizing behavior, modern enterprise management, knowledge economy, competition theory and so on, this article analyses and researches the issues concerned with the management and development of human resource in sci-tech enterprise at new position. In this study, the means such as macro-policy analysis integrating with micro-mechanism research, qualitative analysis integrating with quantitative study, criterion analysis integrating with demonstration research, case study integrating with investigation etc. have been adopted. This paper also brings forward a suit of systematic idea and solution for managing and developing of human resource, as well as provides the gist for the management and development of human resource in the system-transforming sci-tech enterprise and for the administrative decision of government's managing department.From present practice need of the development of sci-tech enterprise, this article external analyses the evolutive course and actuality problem of the enterprise, as well as its era characters and human resource management characters from the point of view of history development. Based upon the external analysis and integrated with the development actuality of the system-transforming sci-tech enterprise at present phase and the existing problem in human resource management, this paper compares and analyses the traditional and modern human resource management and also designs the human resource management system of the sci-tech enterprise in accordance with the basic function and character of modern enterprise's human resource management. In order to more effective exert the system function and optimize the structure of enterprise's human resource management and to improve the information transferring rate of the enterprise, this research puts forward a kind of enterprise organizing form - landscape orientation bus organizing structure based on the precondition of human resource management through the comparative analysis on the enterprise organizing status quo integrated with the sci-tech enterprise's structure status quo as well as the human resource management's characters. New organizing structure can improve organizing efficiency.By means of this study, the evaluation index system on human resource ability level in sci-tech enterprise as well as the mathematics model for classifying the evaluationability level has been established, and the evaluation results can be of favorable pertinence and directivity in the management and development of human resource management for an enterprise. Based upon the comparative analysis of inspiritment theory and according to the requirement administrative levels theory, the inspiriting mode to the sciential employee for sci-tech enterprise also has been carried out in this paper. By means of the calculating analysis in series, parallel connection and mix connection on required administrative levels, the optimal inspiriting mode to the sciential employee for sci-tech enterprise has been bring forward.As a typical case, a system-transforming sci-tech enterprise - Chinese Academy of Agricultural Mechanizations Sciences (CAAMS), this article analyses its human resource management. Incorporation with the research results of this paper, the status quo of CAAMS has been analyses; the development of human resource management in CAAMS has been comparative analyses, too. In order to more effective exert the management and development of the enterprise; the future working emphases on human resource management of the enterprise also has been presented.
