Public Governance Mechanism: Realization Way Of Responsible Administration

In modern democratic society,responsible administration is the basic idea and principle for government governs society. At the same time,it is also the society's basic requirement to the administration activities of government. It not only require government to keep the consistency of executing power and bearing responsibility all the time,accepting supervision and criticism from all fields forwardly in the process of executing power,relative responsible actors must bear political responsibility,administrative responsibility , moral responsibility and legal responsibility when behaviors such as power abuse and corruption happen,actors must be punished and it only reaches the lowest standard of responsible administration. Moreover,responsible administration requires government must give active,timely and positive response to the reasonable expectations of citizens,meeting their reasonable requisition,executing duty effectively, providing high-quality, high-effectiveness and low-cost public goods and public service for the community. As to the most important issue on how to realize responsible administration,when after exploring existing research works and current practice,this desertion argues that in nature how to realize responsible administration is a complicate public problem and public affair,no matter in theory logic or complicate facts there seems existing a need for positive and effective cooperation between government and civil society,building a democratic,cooperative and interactive public governance mechanism which among multi actors is the fundamental way of realize responsible administration. Basing on the angle of public governance theory,leaving out of"either-or"thinking pattern,this dissertation integrates norm research and empirical research,literature analysis,comparative analysis and multi subjects analysis,then initiate the systematic theory demonstration by following parts:This dissertation consists of six chapters excepting introduction and epilogue:The first chapter: Basic Content and Requirement of Present Responsible Administration. In this part,this dissertation start from the analysis and definition of the concept of responsible administration, then argues that responsibility is the most essential factor and basic character of modern public administration. Fulfilling public responsibility is the duty of government who is the executor of public authority. Therefore,responsible administration is surely to become the basic orientation and basic pattern of modern public administration. Responsible administration is the foundation of legal and effective governance of democracy,it is the inevitable requirement of the democratic society to the government administration. The basic requirements of responsible administration are: First,responsible administration must be effective administration,it should perform the fundamental responsibilities of government efficiently,it should provide the high quality, high efficiency and low cost public products and service to maintain and promote the public interests. Second,responsible administration must be responsive administration,the government must actively, timely,actively respond to public reasonably expectation and satisfies their justifiable needs,and to help them to realize their wishes. Third, responsible administration must be controllable administration,government should consciously accept the supervision and control from various aspects. Fourth,responsible administration must be transparent administration,the government should to make known to the public of the standards and information which concerning their work performance,they also should disclose their works and the performance frequently, they should accept the public judge consciously. Fifth,responsible administration must be accountability administration, it must be able to rectify timely,investigate the responsibility and publish them when the power abuse and corruption behavior occurs,this only reaches the lowest requirement of responsible administration.The second chapter: Value Analysis of Public Governance Mechanism for Realizing Responsible Administration. In this part,under the angle of public governance theory,this dissertation emphasizes the co-governance of government,market and society,avoiding the prejudices of unparalleled government,almighty market and center society,forming inter-action,inter-support,coordinate public governance mechanism among government,private organizations,civil society organizations and other governance actors. All these are of great importance to build a responsible government system and realize responsible administration under one highly-networked,various and complicate postmodern society. As for the existing tension between basic requirement of responsible administration and value of traditional administration pattern,the realization of responsible administration encounters various hardships. The meaning of building and operating public governance mechanism is to release this tension,overcome difficulty,make conflicting interests are balanced and unity. The concrete values are following:it could achieve the balance between responding society demands and maintaining administration authority; it can improve administrative efficiency and promote social equity; strengthen the unification of external supervision and internal self-supervision ;boost the balance between social evaluation and self-evaluation and integration between social inquiry and grade inquiry.The third chapter: Analysis of Elements of Public Governance Mechanism. The public governance mechanism is a system which consist of various elements .Every element contact each other,act each other and then forming an organic entity which have certain functions. The result of lacking some elements will lead to deformity of the whole entity,structure unbalance,blurry target,disorganized mechanism,inferior function and even collapses the whole mechanism to make situation worse. In this part, this dissertation thoroughly analyzes the elements of public governance mechanism which as the fundamental way to realize responsible administration: subject element of pluralistic governance,structure element of public network,regulation element who's core is moral,policy and law,and target element which aim at maintaining and improving social public interest.The fourth chapter: Construction of Public Governance Mechanism System. When being as the fundamental way to realize responsible administration,public governance mechanism's function goes through the whole process of administration power operation and then form a whole system. The whole system includes public participation mechanism in process of forming administration decision , public cooperation mechanism in field of providing public service,public supervision mechanism in the process of administration power operation,public evaluation mechanism in performance evaluation and public accountability mechanism. These mechanisms link up each other,depend each other and act each other,then compose a whole public governance mechanism system which aim to realize responsible administration.The fifth chapter: Environment optimization of Public Governance Mechanism. With the impact of globalization wave and the continuous development of democratic ideas,public governance mechanism has become the basic way of realizing the modern responsible administration because its own advantages and characteristics can satisfy changing and irrespective situation in the modern society. However, forming public governance mechanism needs some very important realistic conditions and social environment which directly or indirectly influence and restrict elements growing of responsible administration public governance mechanism and also construction and effective operation of mechanism system. This paper discusses the path of environment optimization from following five aspects: Developing the democracy,it provides the philosophy and system support for public governance mechanism. Cultivating civil society,it provides the good social ecological environment for the public governance mechanism. Improving market economy, it provides the solid economic foundation for the public governance mechanism. Birthing social capital,it provides the common trust and mutual norms for the public governance mechanism. Citizen participate in the network resources.The sixth chapter: the Trend Prospects of Building Public Governance Mechanism which Can Help to Achieve the Responsible Administration in China. In China,governments at all levels form by people's election. Responsible for the people,being subject to people's supervision and serving the people are basic principles and fundamental requirements of governmental administration at all levels. Transforming the government administration idea,accelerating the reform of government institutions,changing government functions,promoting the innovation of administration system, striving to achieve the responsible administration and building a responsible government have become the urgent task of the whole country and social. In this part, this paper prospects the trends of constructing the public governance mechanism from the following four aspects: First,it said that responsible administration has become the basic orientation of public administration pattern in today's China. Second,it puts forward the basic judge which the construction of public governance mechanism is the rational choice to achieve the responsible administration. Third,it analyses the social transformation has brought many advantages for the construction of public governance mechanism. Finally, it analyzes China's social reality rationally,in this condition,it is a long way to achieve the responsible administration through the construction of public governance mechanism...
