Since the system of political instructor firstly was built by Tsinghua University, the team of college instructors by the government and the universities. Therefore, how to construct a team with strong political, strict discipline, and specialized technology has become an extremely urgent important task. The task is a systematic project, of which instructors'performance evaluation is increasingly an important link. How to conduct effectively performance evaluation and management agreeing with the instructors'role and post features has already become the important subject of human resource management in university.Only from the level of the evaluation methods and technology level is it of vital importance to select a kind of theory fulcrum and rational methods, to ensure the performance evaluation truly reflect the instructors'abilities and their level and give full play to the Incentive effect of evaluation. Reference competency theory and method of relevant technology for instructors'performance evaluation has its unique advantages. Instructors'performance evaluation based on competency model develop more of characteristics of knowledge workers, is more in line with the characteristics of instructor positions, to provide more reasonable for instructors'improving their competence and then to improve the overall performance of the organization based on the perspective of instructors individual competence.Using competency theory and method for reference this study focus on exploring competence of university instructors taking university instructors as research object, through the use of Behavioral Event Interview, questionnaire and psychometric technical, to improve the scientificity and effectiveness of instructors competence and performance evaluation. It has been discovered that the mode is comprised of three dimensions and thirteen key element: dimension of occupational attitude, which comprises eagerness to succeed, initiative and service consciousness; dimension of knowledge and skills, which comprises professional knowledge, learning ability, analytical skills, interpersonal understanding, training of others, team leading and communicative competency; dimension of personal charm, which comprises self-confidence, reflecting ability and affinity.The competency model is checked by means of test. The result is that the competency model is fundamentally of high validity. The process of the testing proves that university instructor competency test is also of high reliability and validity, which is of more using in practice for instructor competency evaluation. A reasonable evaluation index system with strong practicality based on university instructor competency mode has been constructed and the fuzzy comprehensive evaluation method is adopted for performance evaluation of university instructor. A solution for instructor selecting, training and performance evaluation are provided as well.
