University instructors refer to the ones who organize and actualize university'mentality and daily affairs. The students'work face the complex,heavy,arduous situation and huge challenge now . Traditional management can't fit the requirement of new situation, university instructors should notice working method. New situation ask for higher requirement on university instructors'selection and training . But nowadays, the selection and training mode about university instructors have some disadvantage. So creating scientific selection and training method is very exigent.Based on the method of Behavioral Event Interview,questionnaire surve,literature reference,the author set example of Shanghai S University , design the instructor competency model and competency dictionary of Shanghai S University ; The paper operate differences study about instructor of different population factor and university students ideal instructor of different population factor. According to the result ,the author give the suggestion about the application of competency model and offer guidance to the instructor.The result indicate the following:(1)The competency model of Shanghai S University include 13 dimensions: the ability of innovation , initiative, detail-regarded;the ability of bringing up students;achievement oriented;honesty,analysis, crisis disposal consciousness; profession capacity,skills;team conformity ability ;communication skills ;personal charm;information collecting ability ; flexibility and longsighted; cooperation and participation consciousness; students oriented; consecutive thinking and actualizing plan. Moreover,the author found the competency dictionary of Shanghai S University ,defining the 13 dimensions and explaining the grade content.(2)There are significant different on university instructors'competence among different sex,college,major background,honor experiences ones.(3) There are significant different requests on ideal instructors'competence among different sex,major,education level and native place Students.According to the instructor competency model of the Shanghai S University, The author give the advice in how to select,train instructors,help school manager select,distribute,train different instructor ,who have different service object. The conclusion also help instructor deal with different kinds of student works, afford them abundance information.
